OFFICIAL NOTICE – REQUEST FOR PROPOSAL

City of Wauwatosa – Purchasing Department

City of Wauwatosa Fire Stations and Hart Park Solar Photovoltaic Project

• Close Date: Monday, September 8, 2025 - 4:00 PM
PROPOSALS REQUESTED: Formal proposals will be received at the office of the Purchasing Coordinator, Wauwatosa City Hall, 7725 W North Avenue, Wauwatosa, WI 53213 until 4:00 P.M. Local Time on Monday, September 8, 2025 at which time the proposals will be forwarded to the Public Works Director for evaluation.

Note: This is not a public bid opening.
The City of Wauwatosa is requesting proposals from qualified Contractor’s for the design, fabrication, procurement, delivery, and installation of up to five (5) utility interactive solar photovoltaic systems.  The five proposed locations are as follows:

1. Wauwatosa Fire Station 51 – 1601 Underwood Avenue, Wauwatosa

2. Wauwatosa Fire Station 52 – 4187 N Mayfair Road, Wauwatosa

3. Wauwatosa Fire Station 53 – 10525 W. Watertown Plank Road, Wauwatosa

4. Wauwatosa’s Fire Training Building – North of Wauwatosa’s DPW Building at 11100 W. Walnut Road, Wauwatosa

5. Wauwatosa’s Hart Park Administration Building – 7300 W. Chestnut St., Wauwatosa
Taking into consideration the facilities electrical demand and load patterns, existing site conditions, and other relevant factors, the target power delivery for the system is to be as large as possible while keeping under the net metering limits.  Areas for installation must be field verified by the contractor. The system layouts shall meet local fire department requirements, code and ordinance requirements for roof access, and the roof mounting system shall be fully ballasted or utilize an industry standard attachment method and shall meet applicable local building code requirements with respect to snow, wind, and earthquake factors in accordance with City’s Request for Proposal dated August 14, 2025 and this Official Notice.
The City of Wauwatosa maintains the option to award all five solar photovoltaic systems or opt for a partial award of one to four sites. Contractor should include any price discounting available for installing multiple sites if applicable. Contractor shall provide one project proposal that includes five separate project plans outlining the proposals for each site, but it is the City’s intent to award as one proposal.  For project management and budgeting purposes, the City will be tracking these as separate projects, awarded to one contractor.
Proposals must include acknowledgement of accelerated timelines for eligibility for the 30% Investment Tax Credit in the Inflation Reduction Act and assurances that Contractor can meet new federal timelines.

Proposals responses are due no later than the date and time listed above and shall be addressed to the Purchasing Coordinator, City of Wauwatosa, and marked “Fire Stations and Hart Park Administration Building Solar Photovoltaic Project RFP Response” in the subject line when submitting.

Pre-proposal Meeting:  An optional pre-proposal site visit will be held on Monday, August 25, 2025 at 10:00 A.M..  Any interested attendees should meet in the Wauwatosa Department of Public Works City Garage at 11100 W Walnut Road, Wauwatosa, WI at which time attendees will be given an opportunity to ask questions and view the Fire Training Building. Thereafter, all attendees will be given the opportunity to review the remaining Fire Stations and Hart Park Administration Building. The order of subsequent site visits will be determined to least disrupt Fire Department and Parks operations.
No proposal shall be withdrawn after the opening of proposals for a period of sixty (60) days after the scheduled time of closing of proposals.
Proposer certifies that their proposal has been made without connection to any other vendor and is, in all respects, fair and without collusion or fraud, and is made with the understanding that no elected official or Wauwatosa City employee has an interest, directly or indirectly, unless otherwise stated.
The City of Wauwatosa reserves, exclusively to itself, the right to reject any or all proposals or to accept the proposal deemed most advantageous to the City and to waive any, or all, technicalities or informalities in submitted proposals.  No proposals, alterations, or modifications to proposals shall be allowed after the official date of submission.
PATENTED DEVICES, EQUIPMENT AND PROCESSES:  It is understood and agreed that without exception, bid prices include all royalties and costs arising from patents, trademarks, and copyrights.  The successful bidder shall, in all cases, indemnify and save harmless the City of Wauwatosa from any and all claims for infringement by reason of the use of any such patented design, device, material, or process to be used or delivered, and shall indemnify the said City of Wauwatosa for any cost, expense, and damage which it may be obliged to pay by reason of such infringement, at any time during or after delivery.
All questions must be submitted via email to the contact person under the subject line “Questions/Clarifications- “Fire Stations and Hart Park Administration Building Solar Photovoltaic Project” by not later than Tuesday, August 26, 2025 at 4:00 PM.  When deemed relevant, responses to those questions will be emailed to all RFP holders on the distribution list via an Addendum to ensure uniformity by not later than Thursday, August 28, 2025 by 12:00 P.M.
Proposers are not permitted to contact individual City Council members or other City staff for clarification of the RFP.   Any such contract may disqualify the vendor from evaluation.  All inquiries and questions for clarification concerning this RFP should be directed to both of the following contact people:
