BRASSWIRE SOLAR PROJECT
The City of Ishpeming (Owner) is requesting Bids for the construction of the following Project:
Brasswire Campground Solar System Project
I19-06201
Bids for the construction of the Project will be received at the City of Ishpeming Council Chambers
located at 100 E. Division St., Ishpeming, MI 49849, until Wednesday, May 27, 2026. Bids are due by
11:00 AM EST, at that time the Bids received will be publicly opened and read.
The Project includes the following Work: Proposed grid-interconnected solar PV system and related
electrical work for six (6) campsites at the Brasswire Campground, 234 Malton Road, Ishpeming, MI.
Bids are requested for a single prime Contract.
OBTAINING THE BIDDING DOCUMENTS
The Issuing Office for the Bidding Documents is: U.P. Engineers & Architects, Inc., 100 Portage Street,
Houghton, MI 49849, Chris Holmes, P.E., cholmes@upea.com (906) 482-4810
Prospective Bidders may obtain or examine the Bidding Documents at the Issuing Office on Monday
through Friday between the hours of 9:00 AM - 4:00 PM Eastern time and may obtain copies of the
Bidding Documents from the Issuing Office as described below. Partial sets of Bidding Documents will
not be available from the Issuing Office. Neither Owner nor Engineer will be responsible for full or
partial sets of Bidding Documents, including addenda, if any, obtained from sources other than the
Issuing Office.
Bidding documents also may be examined at the following Builder Exchanges: Delta County, Iron
Mountain, Marquette; and the office of the City of Ishpeming at 100 E. Division St., Ishpeming, MI
49849, on Mondays through Fridays between the hours of 9:00 AM - 4:00 PM. Builder Exchanges are
authorized to share the contract documents with other exchanges.
Printed copies of the Bidding Documents may be obtained from the Issuing Office by paying a $50.00
non-refundable handling fee for each set of contract documents. Alternatively, bidding documents are
available as portable document format [PDF] files for a non-refundable charge of $50.00. Make deposit
checks for Bidding Documents payable to U.P. Engineers & Architects, Inc.
A non-mandatory pre-bid conference for the Project will be held on May 12, 2026, at 12:00 noon, at the
Ishpeming City Hall, to be followed by a site tour/visit. Attendance at the pre-bid conference is strongly
encouraged but not mandatory.
Bid security shall be furnished in accordance with the Instructions to Bidders. The Bid Bond or certified
check payable to Owner shall be in an amount no less than 5% of the maximum bid as a guarantee, that
if the Bid is accepted, the Bidder will execute and file the Contract, Performance and Payment Bonds,
and Insurance Certification, as required by the Contract Documents within (10) days after the Notice of
Award.
The Owner reserves the right to waive any informality or to reject any or all bids.

INSTRUCTIONS TO BIDDERS
For all further requirements regarding bid submittal, qualifications, procedures, and contract award,
refer to the Instructions to Bidders that are included in the Bidding Documents.
DOMESTIC PREFERENCE
This project is subject to the Build America, Buy America Act (BABAA) requirements under Title IX of the
Infrastructure Investment and Jobs Act (IIJA), Pub. L. 117-58, §§ 70901-70953. Absent an approved waiver,
all iron, steel, manufactured products, and construction materials used in this project must be produced
in the United States.

GOVERNMENT FUNDING
Financing for this project is being provided by the State of Michigan, Department of Agriculture and Rural
Development (RD). RD will, therefore, require approval by its representatives of all Contracts,
attachments, and similar documents, all partial and final payments, and all change orders. Davis Bacon
wage rates are not required for this project.
