The U.S. Army Corps of Engineers – New Orleans District is issuing a Pre-Solicitation Notice for West Shore Lake Pontchartrain Project – Contract 114 referred to as WSLP-114.

This requirement will be issued as an unrestricted Invitation for bid W912P825B0024.

The work consists of clearing and grubbing; pump station and associated construction, drainage structure construction, floodwall construction (including braced floodwall and floodwall construction adjacent to and underneath an elevated highway); stop log construction, wingwall construction, placement of steel sheet piling, H-piling, pipe piles, precast/prestressed concrete piles, geotextile, geogrid, grouted riprap; installation of metal ladders, stairs, cat walk, and railings; installation of vertical wick drains and horizontal strip drains; stone and bedding construction; slide gates and hoist; precast concrete bridge, steel vehicular swing type flood gate, navigation gate and drawbridge; excavation and embankment placement; miscellaneous metal work, painting, turf establishment; chain link fencing, surfacing, structural excavation and backfill; electrical work; pluming; installation cybersecurity for control systems; construction of temporary retaining structures and dewatering, and other related incidental work. The work will be located in located in St. John the Baptist and St Charles Parish, LA.

The Rough Order of Magnitude (ROM)) of construction is between $250,000,000 and $500,000,000.

The applicable North American Industry Classification System (NAICS) code assigned to this procurement is 237990, with a small business size standard of $45.0 Million.

It is being procured as a firm fixed price under FAR Part 14, Sealed Bidding.

The solicitation will be issued on or about 2/26/2025, and a due date for bids will be established in the solicitation posted on sam.gov. The instructions and closing date and time for submission of bids will be contained in the solicitation notice and package. The Government will not provide written paper copies of the solicitation. Telephone, written, facsimile, or e-mail requests for the solicitation package will not be honored. Potential offerors MUST register on SAM.gov in order to receive notification(s) and/or change(s) to the solicitation. The Interested Vendors List (IVL) will be activated and may be accessed and printed from the SAM.gov web site. Prospective contractors who would like their company name included on the IVL list may do so on the sam.gov website under IVL. Potential contractors are responsible for monitoring this site for the release of the solicitation package and any other pertinent information and for downloading their own copy of the solicitation package. You will need the adobe acrobat reader for .pdf files (www.adobe.com) in order to open most files posted by the New Orleans District. Offerors are also encouraged to post notices of prospective subcontracting opportunities on the Small Business Administration’s Subnet, at http://web.sba.gov/subnet.
