Pond Rehab Enhance Repair Project

Brief Description: MnDOT requests letters of interest for the stormwater pond rehabilitation and water quality treatment improvement project. This Pre-qualification announcement will be used to award two separate professional/technical contracts. MnDOT anticipates that selected responders (up to two) will be awarded one contract per firm. Responders must submit a letter of interest based on only Project #1 listed below. The letters of interest will be used as a basis to award the remaining contract for the additional project listed below. It will be MnDOT’s decision how to divide these projects among the successful responders. The goal of this project is to provide engineering services for stormwater pond rehabilitation, treatment enhancement, permit and environmental review.

1. Project Overview
This contract consists of the design and document preparation for preservation repairs and maintenance of State
stormwater management facilities. This scope will be used for each of the two groups of stormwater management
facilities as described at the end of this scope and in the attached maps.
The project includes preparing plans, special provisions, project maps (Exhibit C: Attachment 1 - Group C Enhance Sites
and Exhibit C: Attachment 2 - Group D Rehab Repair Sites), related documents, and cost estimate for stormwater facility
preservation activities (major maintenance, repairs, and modifications). Final deliverables should be provided in pdf as
well as Microstation/Open Roads Designer (ORD), Microsoft Word and Excel, and other modeling or calculation files. All
plans must follow the State Sample Plans for State’s Construction Projects. The plan set will be let as a Process B plan
set.
The preservation maintenance and repairs at each pond may include the following: sediment, muck, and cattail removal,
vegetation removal, general and dumped debris / trash, and apron and pipe replacement or repairs, drainage structure
repair or replacement, and modifications including adding pre-treatment or increasing the storage capacity. The work
may include hydraulic design or modeling for pond enhancements/modifications. Further summary of the repairs
anticipated at each pond is provided in the attached maps. Contractor should include estimating dewatering quantities
as needed, providing traffic management plans, preparing erosion and sediment control plans, preparing Storm Water
Pollution Prevention Plans (SWPPP), and obtaining watershed district and other permits as needed. Contractor will
incorporate recommendations from State staff to accommodate environmental considerations including cultural
resources and endangered species and endangered species habitat requirements, which include, but are not limited to
Long Eared Bat and Rusty Patch Bumblebee. Contractor should review pond sediment sampling results to determine
appropriate disposal methods for dredged material in consultation with State guidance. Contractor should prepare and
submit for National Pollutant Discharge Elimination System (NPDES) Construction permit coverage for the future
construction contractor to obtain. Contractor should obtain relevant water resources permits including watershed
district, Department of Natural Resources (DNR), Corps of Engineers (COE), etc. that are relevant for the project.
Contractor will assist with turn-in to State’s Central Office and provide construction support and Request for Information
(RFI) response on a limited basis through letting, award, and construction of the project.
2. Scope of Work and Deliverables
2.1 Project Management. Under this task, Contractor will:
2.1.1 Manage the project and submit weekly progress reports to State’s Project Manager.
2.1.2 Manage, coordinate, direct and monitor subcontractor activities.
2.1.3 Develop a work plan, project schedule, and State contact list.
2.1.3.1 Include water resources permitting requirements (watershed district, DNR, Minnesota
Pollution Control Agency (MPCA), COE, etc.) and coordination requirements (watershed
management organizations, cities, and other agencies who will review but not issue permits).
2.1.4 Coordinate and attend a project kick-off meeting with State’s Project Manager.
2.1.5 Coordinate and attend State team meetings with applicable State staff.

2.1.6 Develop and implement a quality management plan.
2.1.7 Ensure all deliverables are transferred to State. Contractor will use ProjectWise for obtaining and
submitting project files. State will provide restricted access to ProjectWise document center.
2.1.8 Submit the following deliverables:
2.1.8.1 Kickoff and progress meeting agendas and minutes.
2.1.8.2 Progress Reports (corresponding with monthly invoices).
2.1.8.3 Work plan and schedule.
2.1.8.4 State contract/distribution list.
2.1.8.5 Quality management plan.
3. Preliminary Engineering
Under this task, Contractor will:
3.1 Review the existing design plans, inspection data, and other information for the stormwater facilities to
identify the work required at each facility. Prepare preliminary cost estimate for each site and provide
design recommendations. Consult with State staff regarding recommendations for each facility.
3.1.1 State does not track information about non-State systems that connect to State facilities, so
Contractor will obtain off-site information if needed.
3.2 Review existing survey information.
3.2.1 Request or coordinate the gathering of additional survey information as needed.
3.3 Identify and conduct utility coordination and incorporate into design plans.
3.4 Perform site visits to facilities.
3.5 Verify construction access and staging, including discussion with State construction and traffic
representatives.
3.6 Evaluate environmental impacts from Categorical Exclusions (CatEx) (may be in draft form during design)
and incorporate requirements into the plans and special provisions.
3.7 Delineate drainage areas to stormwater facilities, including areas outside of State’s right of way.
3.7.1 This may require obtaining stormwater mapping from adjacent municipalities.
3.7.2 Create a shp file for use in Geographic Information System (GIS) that includes impervious areas in
State’s right of way and runoff coefficients for non-State portions of the drainage areas.
3.8 Where stormwater facility function will be modified, conduct calculations to determine appropriate design
of modifications.
3.9 Prepare 60% MicroStation plans, project quantities and cost estimate.
3.10 Identify permit requirements and agencies who will be provided plans for review (cities or watershed
management organizations). State does obtain permits from watershed districts, but not watershed
management organizations.
3.11 Identify entities, such as Local Government Units (LGU) and property owners, who should be notified for
access.
3.12 Determine material disposal locations in compliance with MPCA and State requirements.
3.13 Coordinate and conduct project review meeting with relevant State staff. Distribute plans for State review.
3.14 Conduct early coordination with permitting agencies, as applicable.

4.5 Update cost estimate.
4.6 Submit the following deliverables:

6. Plan Set Modification
6.1 Under this task, Contractor will revise the plan set as needed during final review and bidding.
7. Construction Support
7.1 Under this task, Contractor will provide engineering support during construction, including response to
Requests for Information (RFI), technical reviews, design clarification, and as-built review.
8. Contractor Deliverable Format
a. Plans, electronic files (Microstation, Word, etc.) and pdf format.
b. Utility information.
c. Specification Package – Microsoft Word electronic format.
d. Cost Estimate – Microsoft Excel electronic format.
e. Address comments received for each 60%, 90%, 100%, and Central Office submittals.
f. Quality Assurance/Quality Control (QA/QC) plan and reviews for 100% submittal.
g. Required permits and documentation.
h. Construction Support responses.
9. Items provided by State
a. Available pond design information for each site in pdf or image files. No Microstation linework will be
available.
b. Survey data in part or in whole, FIP files and topography in Microstation format.
c. Previous stormwater pond maintenance construction contract.
d. Proposed dredging and repair locations on PDF maps (Exhibit C: Attachment 1 - Group C Enhance Sites
and Exhibit C: Attachment 2 - Group D Rehab Repair Sites) or in ArcGIS compatible formats.
e. Wetland delineations and report as needed.
f. Soil chemical analysis for dredging design.
g. Environmental documentation – the CatEx will be completed by State.
h. Primavera 6 (P6) schedule.
i. Preliminary rehabilitation, repair, and enhancement needs for each group are shown on the attached
maps.

10. Facility Preservation Work
10.1 Group C: The work in this group consists of rehabilitation, repair, and enhancement of 19 stormwater
facilities. Scoping cost estimate is $4,000,000. Enhancement is provided to increase performance or storage
capacity of the facility and will require assessment of the stormwater function and capacity of the existing
system to ensure the existing function is not reduced. For purposes of budgeting assume 100 hours for
construction support. Construction in this group is eligible for Promoting Resilient Operations for
Transformative, Efficient, and Cost-Saving Transportation (PROTECT) funding. Letting date is April 28, 2027
with flexible letting.
10.2 Group D: The work in this group consists of rehabilitation and repair of 13 stormwater facilities. Scoping
cost estimate is $2,200,000. For purposes of budgeting, assume 50 hours for construction support. Letting
is an Early Let, Late Encumbrance (ELLE) with date of January 31, 2029. The ELLE letting date may move to
July 2028 if funding is available, and the design work will be on a schedule that uses a July 2028 letting.

2028 (scheduled turn in date), depending on funding
c. State will take 2 weeks to review deliverables at 60 percent, 90 percent, and prior to turn-in to Central
Office
d. Construction letting date: July 2028 depending on funding may be moved to no later than January 31,
2029 (approved letting date for ELLE letting)
