Description:

The County is launching a comprehensive Request for Proposals (RFP) to secure a qualified professional compliance consulting firm to overhaul its decentralized grant administration across 20+ distinct internal departments. Moving away from a transactional, short-term auditing model, this solicitation establishes a long­term TBD implementation partnership. The selected firm will act as an advisory "co-pilot," systematically building internal capacity and transitioning compliance duties to the organization's designated monitoring staff to ensure a self-sustaining operation.

Sealed Proposals subject to the conditions made a part hereof will be received until 2:00 p.m., on September 15, 2026 for furnishing services described herein. In the event the County is closed due to inclement weather, this opening will take place on the next business day.

Note: The County recommends using an over-night service or hand delivering the RFP response.

Note: The period for ending questions shall be September 9, 2026 at noon.

IMPORTANT NOTE: Indicate firm name, which is County of Davidson. The RFP number, which is above, on the front of each sealed proposal envelope or package, along with the date for receipt of proposals specified above.

It is the offeror's responsibility to assure that all addenda have been reviewed.

Notice of Federal Funding: Uniform Guidance procurement policy compliance statement:

"Contracts funded with federal grant or loan funds must be procured in a manner that conforms with all applicable Federal laws, policies, and standards, including those under the Uniform Guidance (2 C.F.R. Part 200)."

Qualifications:
The organization is seeking comprehensive consulting services from qualified professional advisory firms to assess, restructure, and optimize its grant administration, management, and regulatory compliance infrastructure. The project encompasses twenty (20+) distinct internal departments and their associated funding streams.
To accommodate the currently decentralized nature of the organization's grant data, the engagement will be executed in three sequential phases across an extended implementation course:
Phase 1: Discovery, Inventory, and Baseline Data Aggregation
Phase 2: Organizational Design, Staffing Metrics, and Technology Assessment
Phase 3: Long-Term Implementation Support & Operational Hao doff (TBD)

Special Requirements:
Data Security & Privacy Compliance: The Respondent must ensure all data-gathering methods comply with HIP AA, red-flag privacy rules, and local public records exemptions. Due to the high sensitivity ofrecords inside the Departments of Social Services and Public Health, no proprietary or citizen-identifying data may be removed from the organization's secure network environment.
