All bids shall be submitted in hard copy only to the district office of Park Ridge-Niles Community Consolidated School District No. 64, 8182 Greendale Ave, Niles, IL 60714.

BID SPECIFICATIONS FOR CROSSING GUARD SERVICES
Park Ridge-Niles Community Consolidated School District No. 64 (“Park Ridge
64”) is accepting sealed bids from qualified vendors for crossing guard services for the
following school districts: Park Ridge-Niles Community Consolidated School District No.
64, East Maine School District No. 63 and Niles School District No. 71 (collectively, the
“School Districts”). The following specifications outline all of the requirements and
conditions for providing the services.
INSTRUCTIONS AND GENERAL GUIDELINES
1. Duration of Contract. The Contract will be for the school year(s) 2026-2027. The
School District may renew the agreement for up to five (5) additional one-year
terms thereafter. During the extension years, compensation shall be increased by
no more than 5%, or C.P.I., whichever is lower. The C.P.I. used shall be the same
US Consumer Price Index, All Urban Consumers as used for the Property Tax
Extension Limitation Law and applicable to the relevant levy year preceding the
extension year. The respective School Districts’ Boards shall have the sole
discretion to exercise the options to extend the Contract.
2. Scheduled Days and Cancellations. Crossing guards are required for all days
school is in session with students present. The School Districts’ calendars are
determined annually, but the current 2026-2027 calendars are available online at

If school is cancelled on a particular day, Contractor will be notified that morning,
and no services will be required. The School Districts may close schools for
academic purposes or reduce programming due to public health, safety, severe
weather or any other purpose as determined by each District. The Districts shall
not owe the Contractor any compensation for times when services are canceled,
declined, or not required due to closure, reduction in programming, or exclusion of
Contractor due to health risk assessment screenings or any other reason.
Notwithstanding the foregoing, each District retains sole discretion to determine

whether Section 10-20.56(d-15) of the School Code (105 ILCS 5/10-20.56(d-15))
applies to this Agreement or any day of school closure and, if the District
determines such law is applicable, the District retains the discretion to determine
when a school closure day is rescheduled. The Parties understand that each
District may determine it is required to pay Contractor the daily, regular rate of pay
and benefits Contractor pays to Contractor’s employees for any day of school
closure or e-learning day if such closure precludes Contractor’s employees from
performing their regularly scheduled duties and employees would have reported
for work but for the closure, unless the day is rescheduled and the employees will
be paid their daily, regular rate of pay and benefits for the rescheduled day when
services are rendered. Such payment shall be in full satisfaction of amounts due
to Contractor under Section 10-20.56. As a precondition to these payments being
made, Contractor shall provide an invoice for the foregoing pay and benefits costs;
however, Contractor will not include such pay and benefits costs for any school
closure or e-learning day on any invoices until the last invoice of the school year
to allow the District the opportunity to determine if the day will be rescheduled.
When a payment is to be made by the District under this provision, Contractor
represents and warrants that it shall pay its employees their daily, regular rate of
pay and benefits for any such school closure or e-learning day. Upon request,
Contractor shall provide the District with certified payrolls as evidence of
compliance with this section. For purposes of this section, “school closures” shall
not include holidays or other days of closure reflected on each District’s school
calendar for which Contractor is not scheduled to provide services under the
Contract.

All figures given are estimated from present operations and projected enrollment
for year one of the Contract and may be revised in subsequent years. Bidders may
charge a 2-hour minimum per day per crossing guard.
4. Locations for Crossing Guards. For illustrative purposes only, the current
locations for crossing guards for each district and school are listed below, though
these locations may change:

5. Audited Financial Statements. Each bidder shall submit an Audited Financial
Statement for each of the past three years prepared by a Certified Public
Accountant along with proof of licensure to conduct business within the State of
Illinois.
6. Finality and Withdrawal of Bids. All bids are deemed final, conclusive, and
irrevocable, and once opened, no bid shall be subject to correction or amendment
for any error or miscalculation. No bid shall be withdrawn without the consent of
the appropriate School Districts’ Board of Education or designee after the
scheduled closing time for the receipt of proposals. All bids submitted shall be valid
for sixty (60) days after the date of bid opening. NO MODIFICATIONS SHALL BE
MADE TO THE BID DOCUMENTS AFTER THE BIDS HAVE BEEN OPENED.
REQUESTS BY ANY BIDDER TO MODIFY THE BID DOCUMENTS AFTER
SUCH A DATE SHALL BE REJECTED.
7. The School Districts’ Rights. Each School Districts’ Board of Education reserves
the right to postpone or cancel this request for bids, to reject any and all bids, to
accept bids in whole or in part, and to waive any formalities, irregularities, defects,
and/or technicalities in any bid where the best interest of the applicable School
Districts’ Board may be served. The Contract will be awarded to the lowest
responsible bidder, considering conformity with specifications, terms of delivery,

and quality and serviceability, as determined by the applicable Board. In
determining the award of the Contract, the School Districts’ Board of Education will
consider the financial stability of the bidder, the management experience of the
bidder, the safety record of the bidder, the litigation record of the bidder, the
contract termination record of the bidder, quality of insurance, and references of
and experiences with the bidder.
8. Written Responses. The School Districts are equally concerned with the proven
ability of the bidder to satisfactorily perform its Contract to ensure that service will
be provided in accordance with the Bid Documents. Each bidder must include with
its bid written responses for each of the following areas. If an area does not apply,
please provide a statement to that effect.
A. Indicate management experience in crossing guard services for both
regular and special needs children.
B. Indicate all contracts on which the bidder has defaulted within the past
seven years.
C. Indicate all contracts the bidder has entered into during the past five years
for crossing guard services to Illinois districts. Also, include the telephone
numbers and name of the responsible personnel.
D. Supply names and resumes of those individuals responsible for startup of
operations and execution of this contract.
E. Describe all litigation (including mediation and arbitration) filed by or against
the bidder and its affiliates in the past five years, including the name and
case number, jurisdiction of the court, and summary of the case, that relate
to crossing guard contracts.
F. Provide the bidder’s safety record for the past five years, including any
citations involving crossing guard errors.
9. Compliance with Laws. The bidder shall at all times observe and comply with all
laws, ordinances, regulations, codes, and requirements of federal, state, county,
and other local government agencies as well as all School District rules and
policies, which may in any manner affect the performance of the Contract and in
particular any such laws pertaining to safety.
10. Non-Discrimination. The bidder shall not discriminate against any worker,
employee or applicant, or any member of the public because of race, color, national
