NOTICE INVITING SEALED PROPOSALS

NOTICE IS HEREBY GIVEN that sealed proposals or bids for the Library Elevator Upgrade Project No. C2518 shall be publicly opened, examined and announced on Tuesday, May 19, 2026, at 2:00 p.m. at the San Carlos City Clerk’s Office at City Hall – 600 Elm Street, San Carlos, CA 94070. Sealed bid proposals shall be received in-hand by the City Clerk before the bid opening date and time. No Pre-Bid meeting has been scheduled for this project.

A Class B, General BuildingContractor License, is required for this work. The successful bidder, as the prime General Contractor, shall be responsible for performing or subcontracting all work in accordance with the Contractor’s State License Board licensing requirements. Specifically, all elevator modernization work must be performed by a properly licensed C-11 Elevator Contractor, and associated electrical work must be performed by a properly licensed C-10 Electrical Contractor. Work will be done and payments will be made in accordance with provisions more particularly described in the plans and specifications.

The scope of work generally includes, but not limited to, elevator modernization, fire alarm equipment and electrical work to upgrade the City of San Carlos Library elevator. Bids are required for the entire work described herein in accordance with the instructions to bidders.

The Engineer’s Estimate is approximately $400,000.

Bids must be accompanied by a Proposal guarantee amounting to ten (10%) percent of the bid as described in the specifications. Said guarantee shall be forfeited to the City in case the bidder depositing the same does not, within fifteen days after written notice that the contract has been awarded to the contractor (1) enter into a contract with the City and (2) furnish Performance and Payment Bonds as described in the specifications.

The City Council reserves the privilege of rejecting any and all proposals or to waive any irregularities or informalities in any proposals or in the bidding. No bidder may withdraw their proposal for a period of ninety (90) calendar days after the date set for opening of proposals.

As a “Public Works” project and pursuant to Section 1773 of the Labor Code, the general prevailing wage rates for San Mateo County shall apply to this contract, as determined by the Director of the California Department of Industrial Relations.
