Important Notes:
● All quotes must be submitted with the understanding that implementation may be dependent upon:
o E-rate funding approval by the SLD
o Enrollments
o Existing budgetary requirements
● The following specifications are to be used as guidelines in quoting a solution. Although specification
changes are permitted, the quality of the product/service requested must be based upon industry standards
at time of delivery.
● The items requested within this RFP may or may not be USF eligible. All non-eligible products and services
must be itemized. Please use the 2026 USF Eligible Services List located on the USAC website
(https://www.usac.org/e-rate/eligible-services-list/) for guidance. (Note: It is the vendor's responsibility to
check for updates and corrections prior to submitting bids/quotations.)
● All bidders must adhere to the Lowest Corresponding Price (LCP) guidelines (as dictated by the SLD).
● All bidders will understand that if the entity closes, contract termination fees will not be incurred by the
entity.
● All bidders will understand that the entity may choose more than one provider for one type of service.
● Multi-year contracts may be considered.
● All bidders must have an E-rate SPIN.
● All bidders must have the 2026 Service Provider Annual Certification Form 473 on file with USAC by
September 1, 2026.
● The district reserves the right to accept or reject any or all quotations.
● All respondents of this RFP confirm they are not an Iran-linked business.
● Offerors submitting proposals for anything other than a firm fixed price for the goods and services listed,
will not be accepted. Price adjustments after an award will not be accepted by applicant.
● Implementation and completion of the services are contingent upon the district receiving approved funding
from the Universal Services Fund. The services may be revised or terminated if the funds from the USF
discount program are not approved or do not meet the expectations of the entity. If requested, the vendor
will complete the SPI (Form 474) application. It is the vendor’s responsibility to understand and comply
with all rules and procedures required by the Schools and Libraries Corporation and the Universal Services
Fund.
● The Board/MOISD reserves the right to:
o MOISD reserves the right to accept or reject any proposal
o All proposals become MOISD property
o Proposal preparation costs are vendor’s responsibility
o Accept or reject any or all bids, in whole or in part, waive informalities, and negotiate with selected
contractors.
o Modify or cancel the RFP.
o Accept the bid that best serves the interests of the district.
o Request additional information.

● WAN connectivity for Two (2) Locations
● Transport service delivered to 15760 190th Ave., Big Rapids, MI 49307, including all equipment, build
cost, and ports supporting future growth to 10 Gbps.
o Addresses to be connected:

▪ Youth Opportunities – River Oak: 8835 Oak Rd., Evart, MI 49631
● Handoff should be fiber to the MOISD network equipment.
● Must be delivered on a 10 Gbps connection
● Base Service of 1.0 Gbps up to 10 Gbps
o Option for Upgrade to 2.0 Gbps
o Option for Upgrade to 3.0 Gbps
o Option for Upgrade to 4.0 Gbps
o Option for Upgrade to 5.0 Gbps
o Option for Upgrade to 10.0 Gbps
● Preference will be given to organizations that have a 24 hour by 7 day a week staffed Network
Operation Center that monitors network service that we can contact 24 hours a day. If other than 24 by 7
days a week, this must be noted in the proposal.
● The vendor needs to have a network management portal accessible by MOISD staff providing various
network charts showing bandwidth utilization and other charts.
● Three Educational K-12 references preferred. Vendors may include College or University References
also.
● Primary Bid: Transport service as described above with a 1-year contract.
● Alternate 1: Transport service as described above with a 2-year contract.
● Alternate 2: Transport service as described above with a 3-year contract.
● Note: Primary DNS will be done by the School Districts and/or the MOISD. This is a non-Internet
Access RFP and is only for WAN Transport servers.
