Project Description: Online sealed bids for the construction of 2026 Dover Township WWTP Improvements Project will be received by Dover Township Sewer Authority via the PennBid Program (pennbid.bonfirehub.com) until Wednesday, July 8, 2026 at 2:00 p.m. local prevailing time; at which time said bids will be publicly opened and read aloud.
Copies of the Contract Documents may be obtained at no cost at pennbid.bonfirehub.com.
All questions about the meaning or intent of the Contract Documents shall be submitted via PennBid’s Public Q&A section. No questions will be accepted by phone, fax, or direct e-mail.
Each bidder must deposit, with the bid, Security in the amount of 10 percent of the bid and subject to the conditions provided in the Instructions to Bidders.
The work in connection with this project constitutes a Public Works by a Public Body under Pennsylvania Prevailing Wage Act. Bidders are advised that prevailing minimum wage rates, promulgated by the Pennsylvania Secretary of Labor, which must be paid to workmen employed on this project, are incorporated in the Contract Documents.
A Mandatory Prebid Conference will be held at the Dover Township Wastewater Treatment Plant at 851 Graffius Road, York, PA 17404 on Thursday, June 25, 2026 at 10:00 a.m. Prospective bidders may discuss the project at that time with representatives of the Owner and Engineer.
All bids shall remain irrevocable for sixty days after the actual date of the opening thereof unless award is delayed due to the required approval of another government agency, the sale of bonds, or the award of a grant or grants; in which case, bids shall be irrevocable for one hundred twenty days in compliance with Act 317 of 1978 approved November 26, 1978, as amended.
