Pump Station Elimination Project

Project Description: Adamstown Borough, Lancaster County, PA will receive sealed bids online via PennBid for the Pump Station Elimination Project until 2:00 PM prevailing time, on July 31, 2026, after which time, Bids will be opened with results displayed publicly on PennBid. The consideration of the apparent low Bidder will be at the regularly scheduled Adamstown Borough Council meeting to be held at 7:00 P.M. prevailing time on August 4, 2026.

The project generally consists of the decommissioning and removal of the Borough’s Blank Angus Sewage Pumping Station, installation of a new gravity sanitary sewer line via Horizontal Directional Drilling (HDD), paving, site restoration, and other work specified in the Project Drawings and Specifications.
No bid may be withdrawn for a period of sixty (60) days after the above-specified date for receiving, opening, and reading of bids, except as specifically may be provided by law. All Contracts exceeding $10,000.00 shall be performed in compliance with Executive Order 11246, entitled, “Equal Employment Opportunity,” as amended by Executive Order 11375 and as supplemented in Department of Labor regulations (41 CFR Part 60). In addition, all Contractors shall comply with the “Nondiscrimination/Sexual Harassment Clause” as required by Pennsylvania Executive Order 2016-05.
The wages paid shall be subject to the Pennsylvania Prevailing Wage Act approved August 15, 1961, P.L. 987 as amended and supplemented, and the Pennsylvania Human Relations Act of 1955, P.L. 744, No. 222, as amended June 25,1997 by Act 34 of 1997, 43 P.S. §§ 951-963, shall also apply to this Contract.
A non-mandatory pre-bid meeting will be held at the Black Angus Pump Station (parking lot of Adamstown Borough Pool – 272 W. Main Street, Adamstown, PA 19501) at 1:00 PM on July 15, 2026.
The Owner reserves the right, at its option, to waive any informalities in, or to reject any or all bids, and to delete any item or portion of an item without affecting the bids on the remaining items or portion of items. Any BID may be withdrawn prior to the above scheduled time for the opening of BIDS or authorized postponement thereof.
