The Village of Arlington Heights (Village) invites engineering consulting firms who have experience with Federally funded street reconstruction projects to submit a Statement of Interest/Qualifications for Engineering Services for Phase I Preliminary Engineering, Phase II survey, design and preparation of construction plans, specifications, and contract documents of the “Hintz Road Reconstruction Project”, and Phase III Construction Engineering Services. The selection of the consultant will follow the Village’s Qualifications Based Selection (QBS) Policy, which can be viewed here .

Upon successful completion of Phase I and Phase II, the Village retains the right to hire the selected consultant to conduct Phase III Construction Engineering for the Hintz Rd Reconstruction Project.  The Village also retains the right to solicit new proposals for Phase III.

BACKGROUND

The Village of Arlington Heights, Illinois is located in the northwest suburban area of Chicago. The 2020 census reflected a population of 77,676 residents, occupying a land area of approximately 16 square miles. The Village is a "home-rule" community as provided under the State of Illinois Constitution. Arlington Heights consists primarily of single-family residents; however, the Village is fortunate to also have a strong complement of business and industrial development.

PROJECT SCOPE

The Hintz Road Improvement Project focuses on enhancing a stretch of Hintz Road approximately 4,700 feet long, a major collector roadway that supports over 14,300 daily commuters. Currently, the roadway is a two-lane urban section with unmarked on-street parking on both sides and a Hot-Mix Asphalt (HMA) surface. It also serves as an existing village bike route from Kennicott Avenue to Highland Avenue. The project aims to improve the driving experience and bike and pedestrian safety by addressing critical infrastructure and pavement issues.

From US 12 to the west side of Kennicott Avenue, the pavement will be resurfaced with spot curb and gutter repairs. Key improvements from the west side of Kennicott Avenue to Arlington Heights Road include full-depth removal and reconstruction of the roadway, with a 12-inch aggregate base and 12-inch HMA pavement for a durable, long-lasting surface. Existing curb and gutter will be completely replaced. Full driveway replacements will be performed within the right-of-way, and the stormwater system will be enhanced by replacing lateral storm sewers and curb-line drainage structures. Additionally, streetlight unit ducts and detector loops will be replaced. Watermain replacement will be considered as an alternate in the project, and the consultant will explore various options for both off-street and on-street bicycle facilities. These options will include potential multi-use paths, 8 ft sidewalks, bike lanes, shared lanes, combined bicycle parking lanes, and signed bicycle routes. The goal is to enhance transportation infrastructure, improve safety for all roadway users, and align the project with the Village of Arlington Heights Bicycle and Pedestrian Plan found here . The consultant will thoroughly evaluate these alternatives to determine the most appropriate solutions for the project area.

Sidewalk spot repairs and all ADA ramps along the route will be upgraded to ensure compliance with current accessibility standards. Disturbed areas of the right-of-way will be re-sodded. Pavement markings, including bike lanes, will be updated to improve visibility and road layout. Pedestrian signal upgrades will be implemented at Arlington Heights Road to enhance pedestrian safety and provide better crossing opportunities. These upgrades aim to improve safety for all roadway users, enhance the overall driving experience, and ensure compliance with modern infrastructure standards.

PROJECT FUNDING AND SCHEDULING

The Village has allocated funding in its 2025 budget to complete Phase I Preliminary Engineering. The remainder of the project will be financed through Federal Surface Transportation Program (STP) funds. It has been included in the Northwest Council of Mayors’ CMAP STP–Local Program under TIP ID #03-22-0037 for FFY 2026, covering 50% of the Phase II Design Engineering costs, and as part of the contingency program in FFY 2027, which will fund 80% of the Construction and Construction Engineering expenses.

The selection of the consultant will follow the Village’s Qualifications Based Selection (QBS) Policy. The road section of Hintz Rd from US 12 to Arlington Heights Rd is under the jurisdiction of The Village of Arlington Heights. Arlington Heights is the Lead Local Agency and will oversee all aspects of the project. The target Letting date is January 2027.

MINIMUM SCOPE OF SERVICES

  • The Consultant shall perform all work required by the contract under the direction of a Professional Engineer registered in the State of Illinois.
  • The work shall be performed in strict accordance with the policies and procedures of the Village of Arlington Heights (Village) and the Illinois Department of Transportation (IDOT)
  • Schedule and attend the Phase I Kick-off meeting with IDOT. Attend any other required State/Federal coordination meetings.
  • The selected Consultant will be required to assist in the coordination of the project on behalf of the Village, and all other project stakeholders.
  • The selected Consultant must attend, with Village staff, all appropriate meetings with other agencies involved to ensure appropriate project coordination.
  • Attend and document agency coordination meetings based on the number of meetings recommended by the Consultant.
  • Utility Coordination.
  • Produce Phase I Project Development Report (PDR). The Consultant must include any necessary resubmittals or coordination necessary to extend the design approval timeframe or environmental clearances if required by any/all jurisdictional agencies.
  • Provide survey information for Phase II and provide any supplemental survey deemed necessary by the Consultant.
  • Conduct a public meeting for the general public to provide comments on the project.
  • Preparation of Phase II Preliminary and Final contract plans in accordance with the PDR to include Plans, Specifications and Estimates (PS&E), Pavement Design and Geometrics, Drainage Design, Maintenance of Traffic, Erosion Control, Landscape Enhancements, and Estimates of Construction Cost and Time.
  • Coordinate with IDOT and the Cook County Department of Transportation and Highways (CCDOTH) for the work on the traffic signals at US 12 and Arlington Heights Road, respectively. Apply for any required permits.
  • Prepare a project summary for one Village Board meeting and one neighborhood informational meeting. Conduct a formal presentation of the findings and recommendations and design along with the construction costs and implementation schedule. Visuals may be needed for possible group discussion.
  • Prepare, submit and obtain approval for all required permits.
  • Provide Phase III construction engineering services.
  • Attend IDOT Preconstruction meeting.
  • Quality Control/Quality Assurance and Constructability Reviews.

SUBMITTAL REQUIREMENTS

All submittals shall contain concise written material and may contain illustrations. Legibility, clarity and completeness are essential:

  • A statement of project understanding describing the scope of the project and items that may require special attention or detail.
  • The names and resumes of the proposed key personnel assigned to each project phase.
  • A list of a minimum of three Phase I federally funded local agency engineering projects on which the proposed Project Manager has successfully managed. The local agency contact should be listed.
  • A list of a minimum of three Phase II federally funded local agency engineering projects on which the proposed Project Manager has successfully managed. The local agency contact should be listed.
  • A list of a minimum of three Phase III federally funded local agency engineering projects on which the proposed Resident Engineer has successfully managed. The local agency contact should be listed.
  • A schedule demonstrating how the work is planned to be implemented.
  • A fee-based proposal is NOT requested at this time. Any proposals that include any information or reference to fees will be disqualified from review and consideration.
  • A list of sub-consultants, if any, who may be utilized on any of these projects.
  • Provide a conflict-of-interest disclosure statement using the IDOT BDE DISC 2 Template
  • Provide a suspension and disbarment disclosure statement.
  • The proposal must be no more than 17 pages, excluding sample project sheets, photos and resumes. Marketing brochures are not allowed.

INSURANCE PROVISIONS

The selected consultant shall incorporate the Village’s insurance requirements into the negotiated proposal for services.

SUBMITTAL OF PROPOSALS

SELECTION PROCESS

A selection committee will be comprised of three (3) Engineering staff members and the Director of Public Works and Engineering or their designee which will evaluate the submittals. The submittals will be reviewed, evaluated, and scored, using the criteria and weights defined in the evaluation criteria. The selected consultant will be notified, and a final scope and hours will be negotiated
