Respondents or their agents are instructed not to contact or seek references from City
employees, agents or contractors of the City, selection committee members, the Mayor’s
office or staff, members of the City Council and Planning Commission, or attempt to externally
manipulate or influence the procurement process in any way, other than through the
instructions contained herein, from the date of release of this RFP to the date of execution of
the agreement resulting from this solicitation. City, in its sole discretion, may disqualify a
Respondent for violation of this provision.

REQUEST FOR PROPOSALS (NON-BID)
PCMC is inviting proposals from qualified persons or firms (“Respondents”) to provide art for 21 bus
shelters in various locations in Park City, Utah. Project locations are attached as Exhibit A.
PROPOSALS DUE: By 5:00 p.m. on Friday, May 1, 2026.
Submit proposals electronically via email to Stephanie Valdez, stephanie.valdez@parkcity.gov. The
proposals will be opened after the submission deadline.
RFP AVAILABLE: The RFP will be available on Monday, February 2, 2026, on the PCMC website. Any
modifications to the RFP or responses to questions submitted will be added as an addendum to the RFP
posted on the PCMC website. It is the responsibility of Respondents to regularly check for addenda.
QUESTIONS: All questions regarding this RFP must be submitted in writing to Stephanie Valdez at
stephanie.valdez@parkcity.gov by 5:00 p.m. on Friday, April 17, 2026. Please do not submit the same
question multiple times.
PRE-PROPOSAL MEETING: A pre-proposal meeting will be held at 1:00 pm on Wednesday, April 15,
2026, at City Hall, 445 Marsac Avenue, Third Floor Executive Conference Room, Park City, Utah. A virtual
option is available via Zoom.. Attendance is strongly encouraged for all Respondents. Requests for
reasonable accommodation at the pre-proposal meeting shall be made no later than 48 hours in
advance to the Project Contact below. Accommodation may include alternative formats, interpreters,
and other auxiliary aids.

proposals received for any reason. Furthermore, PCMC reserves the right to change dates or

I. Introduction.
The City previously commissioned artistic bus shelters enhancing transit riders’ experience at
functional bus shelters with new artwork.
In 2024, the City embarked on a phased renovation of its bus shelters. A Call for Artists was
issued, resulting in eight shelters being enhanced with new artwork. In collaboration with the
Transportation Team and the Public Art Advisory Board, the City is initiating Phase II of the
project. For this phase, we encourage artists to think creatively about the use of both space and
negative space.
II. Scope of Project.
The City invites experienced artists and artist teams to submit proposals to create and install
artwork that will enhance up to 21 bus shelters throughout Park City, celebrating the spirit of
“Timeless Connections.” Artists or artist teams may submit designs for one or multiple shelters,
or propose a cohesive concept for the entire collection. The final number of shelters is subject
to change based on guidance from the Engineering and Transportation teams.
The theme “Timeless Connections” reflects the heart of Park City, weaving together its storied
past with its dynamic present and exciting future. This theme invites artists to explore the
relationships, histories, and transformations that have shaped the community over time.
Proposals should incorporate this concept while drawing inspiration from the City’s bus route
color palette, rich heritage, natural beauty, and vibrant culture. Bus Routes are linked here.
Exhibit “A” identifies the locations of the shelters, circled in red. An interactive map is linked
here. Artwork will be applied exclusively to the wooden panels of each shelter or wooden
components, with all other structural components excluded. Shelter sizes and corresponding
panel dimensions are as follows:
Shelter Panel Dimensions & Quantities:
Thirteen 4’ x 8’ shelters: Each shelter includes two panels, each measuring 87” x 48”
Six 6’ x 15’ shelters: Each shelter includes four panels, each measuring 87” x 45”
Two 6’ x 24’ shelters: Each shelter includes six panels, each measuring 87” x 48”
Note: Overall shelter dimensions may be subject to slight adjustments, and any elements added
to the top of the shelter may not exceed a height of 4 feet. Artwork will be applied exclusively to
the wooden panels or wooden components by the selected artists or artist teams; all other
structural components are excluded from the project area. Building, Planning, Engineering and
Transit departments may review artwork to ensure compliance with maintenance, safety, and
operational requirements of the 21 bus shelters.

Artists are encouraged to create designs that are flexible, as the Public Art Advisory Board will
review submissions and determine both the selected artwork and their placement across all 21
shelters. Proposals should indicate whether a design is intended for a specific shelter size or if it
can function as a universal design adaptable to any one shelter dimension. This will allow the
Board to consider the best fit for each location while maintaining artistic integrity.
III. Compensation.
The City has allocated funding for artwork based on shelter size as follows:
Thirteen 4’ x 8’ shelters: $5,000 per shelter
Six 6’ x 15’ shelters: $7,500 per shelter
Two 6’ x 24’ shelters: $10,000 per shelter
IV. Contents of Proposal and Evaluation Criteria.
A. Required content and minimum qualifications.
Proposals will be evaluated on the criteria listed below. Proposals are limited to 10 pages
and must be submitted as one single PDF. Submissions that are received as multiple
attachments will not be considered.
Proposals must include:
Artist Statement, Previous Work and References
Introduce yourself and your artistic background, highlighting relevant experiences.
Provide examples of previous public art installations or other relevant artwork that
demonstrate your artistic talent and capability to deliver high-quality projects. Include
references where applicable.
Conceptual Design & Artwork Description
Provide detailed visual representations of your proposed artwork, which may include
sketches, renderings, or digital illustrations for a bus shelter. In writing describe your
interpretation of the theme “Timeless Connections,” and explain how your artistic vision
reflects or contributes to Park City’s past, present, and cultural identity.
Maintenance Plan
Include a list of materials used and recommendations for regular maintenance and
repairs to ensure the artwork maintains its visual impact and bus shelter structural
integrity over time.

If Respondent proposes to use a third party (subcontractor, subconsultant, etc.) for
completing all or a portion of the scope of work requirements, state the name and identify
the portion of the scope of work to be completed by a third party.
B. Evaluation Criteria.
Each member of the selection committee shall use the evaluation criteria and percentage
weights below to establish their ranking of the Respondents. The committee shall then use
these individual rankings to establish an aggregate ranking of all the acceptable proposals.
Artistic Approach and Satisfaction of Project Elements – (50%)
The proposal aligns with the project elements specified in the RFP, including artistic and
creative design, and the Timeless Connections theme.
Alignment with Project Goals – 20%
Alignment with the PAAB Mission Statement, including the degree to which the
Respondent’s approach, design, or work reflects the values and spirit of Park City. Refer
to the Public Art Advisory Board’s Mission and Statement here.
Plan of Operation, Past Performance and Experience – (20%)
The quality of the Respondent’s operation plan and ability to deliver a final product. The
artist/artist team’s history of successful projects, especially those related to public art or
similar initiatives.
Local Connection – (10%)
Priority will be given to local artists from Park City. Artists from nearby areas or those
with a strong connection to Park City will receive secondary consideration, with
additional points awarded for demonstrated local ties. All other Respondents will be
evaluated according to the standard review criteria.
PCMC reserves the right to reject any and all proposals for any reason. Proposals lacking required
information will not be considered. The award of a contract may be subject to approval by City
Council.
V. Government Records Access and Management Act.
PCMC will maintain a nonpublic process for the duration of this solicitation in accordance with
Government Records Access and Management Act, Title 63G, Chapter 2 of the Utah Code
(“GRAMA”). Pursuant to Utah Code § 63G-2-305(6), all records related to this RFP, including
but not limited to proposals, evaluation, and selection procedures, and any records created
during the evaluation and selection process will remain nonpublic records during the
procurement process. After execution of a contract, all submittals will be treated as public
records in accordance with the requirements of GRAMA unless otherwise claimed by the
Respondent as exempt from disclosure pursuant to Utah Code § 63G-2-309, as amended. The
