This combined synopsis/solicitation is prepared in accordance with Federal Acquisition Regulation (FAR) Subpart 12.6, Streamlined Procedures for Evaluation and Solicitation for Commercial Items, in conjunction with the policies and procedures for solicitation, evaluation, and award as prescribed in FAR 13, Simplified Acquisition Procedures, and as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued.
This is a TOTAL SMALL BUSINESS SET ASIDE solicitation, and the North American Industry Classification System (NAICS) code is [611430] with an industry size standard of [$7.0 mil] and the associated Product Service Code (PSC) is [U008]. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2025-01 effective 11/12/2024.
The Government will evaluate quotes and make a best value award resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors shall
be used to evaluate offers:

• Relevant Past Performance
• Price
A responsible quoter is one whose quotation conforms to the solicitation and will be most advantageous to the Government.
