Request for Proposals for Senate Bill 1382 Compost Procurement

The City of Alameda invites proposals for the Procurement of SB 1383 Compliant Compost for City Locations.

Proposers shall read the information contained in this Request for Proposal (RFP) to understand how to submit the proposal, what documents must accompany the proposal and what legal obligations apply when the Proposer submits a proposal. Any Proposer that wishes to be considered for this work must submit the information requested in this RFP and if invited, participate in an evaluation interview panel.

SCOPE OF SERVICES

The City is seeking qualified proposals for the following tasks:

1.Supply Compost : Provide, by delivery to the City of Alameda, an estimated 500 cubic yards of high-quality compost annually, as requested by City staff or designated personnel. The total value of materials will not exceed $40,000 per year. “High-quality” materials are defined in the material specifications that follow directly below.

2. Material Specifications: Compost must meet the following standards:

  • Meet the requirements of 14 CCR Section 18993.1 and fulfil criteria to count toward the City’s SB 1383 procurement target.
  • Certified by the U.S. Composting Council’s Seal of Testing Assurance (STA) or equivalent.

  • Free from contaminants, including plastics, glass, and hazardous materials.

  • Derived from Organic materials, including yard trimmings and food waste.

  • pH, nutrient levels, and other qualities suitable for landscaping and agricultural use.

PROPOSAL FORMAT

Proposers shall submit the Proposal, clearly marked with the project name “Compost Procurement for City Locations” by email no later than:

12:00 pm on February 6, 2025
