Foster City Supportive and Special Needs Housing Program
1. SUMMARY
The City of Foster City is requesting proposals from qualified agencies interested in
administering the City's new Supportive and Special Needs Housing Program ("Program"). The
City of Foster City owns multiple housing units, six (6) of which have been designated for
supportive housing.
Eligible agencies are invited to submit proposals for program administration, the placement or
referral of eligible households into City-owned housing units designated for supportive housing,
and the provision and/or coordination of supportive services. Respondents may also elect to
provide property management services of the unit(s) or coordinate with the City's contracted
property management agency for day-to-day lease and property management of the unit(s).
The Program implements two programs of the City of Foster City's 2023-2031 Housing
Element: Program H-E-1-a Existing Unit Purchase Program - Opportunities for Supportive
Housing, and H-F-1 Special Needs (pages HE-99 and HE-105).
The City of Foster City owns six (6) units currently in the City's Existing Unit Purchase Program
(EUPP) for eligible very low and low-income families, including a three (3)-bedroom single
family home, a five (5)-bedroom single-family home and four (4) duplex units consisting of two
(2) duplex properties each with a two (2)-bedroom and three (3)-bedroom subunit. Each of the
six (6) units has a two (2)-car garage and two (2) bathrooms. The units are located throughout
the City of Foster City in residential neighborhoods.
The 2023-2031 Housing Element has identified these six (6) units to transition to supportive
housing over time as units become vacant (Program H-E-1) with the goal of transitioning at
least one (1) of the six units to supportive housing by 2031. Similarly, the Housing Element's
Special Needs Program (H-F-1) calls for the City to facilitate development of one (1) special
needs facility by 2031. The City is hoping to fulfill the goals of both programs through
implementation of the new Supportive and Special Needs Housing Program.
One (1) EUPP unit has recently become vacant. Therefore, the City is ready to transition this
vacant unit to supportive and special needs housing. This RFP is for the services described
above, which will initially be used with respect to the one currently vacant EUPP unit, and
potentially up to five (5) additional EUPP units later if and when any of the other five (5) units
become vacant during the selected Respondent's contract period.

The currently eligible unit, built in the 1960s and purchased by the City in 2009, needs certain
upgrades and rehabilitation. The draft rehabilitation plan is included with this RFP as
Attachment A. Respondents must identify in their response any additional rehabilitation work,
or known tenant improvements, including without limitation those needed to reasonably

accommodate individuals with disabilities, respondent believes should be completed prior to
filling the unit with an eligible household but that are not identified in Attachment A.

Respondents are required to attend the site tour of the unit prior to submitting a proposal. The
site tour is scheduled for:

2. BACKGROUND
Foster City, incorporated in 1971, is a master-planned community located in San Mateo
County. The City covers approximately four square miles and lies between San Francisco and
Silicon Valley, with close access to both Highway 101 and Highway 92. Home to roughly 33,000
residents, Foster City is known for its diverse population, planned neighborhoods, and limited
remaining space for new development. The community is protected by an eight-mile levee
system along the bayfront and a lagoon system that provides flood storage and drainage.
The City of Foster City purchased six (6) units between 1997 and 2009 to provide lower-income
housing for larger families. The units have a preference for very low and low-income
households as specified by Resolution 2023-3. The list of preferences can be found here: (see
link). If no eligible proposals are received, the City will fill the unit in preference order. The City
will then re-issue an RFP for Supportive and Special Needs Housing Services when the next of
the five (5) EUPP units becomes vacant.
3. PROGRAM OVERVIEW
The Program requires a selected agency ("Contractor") to provide supportive services for
eligible households in an eligible City-owned single-family home or duplex unit. The City will
cover costs for necessary rehabilitation of the unit(s) and upgrades due to wear and tear from
prior occupancy. The Contractor will either fill the unit or refer potentially eligible households to
the City's contracted property management firm to fill the unit. In addition, the Contractor will
provide ongoing supportive services or coordinate services and ensure that the household
remains eligible for the program as long as the household occupies the unit. The Contractor
may elect to provide its own property management services or coordinate with the City's
contracted property management firm for day-to-day lease management and repairs and
maintenance of the property.
The Program has multiple requirements for households to be eligible for Supportive and Special
Needs Housing, including household size, demographic requirements, and supportive services
requirements, including:
a) Household Size: households must meet the City's occupancy requirements, which, for a
three (3)-bedroom unit, are a minimum of three (3) people and a maximum of seven (7)
people.

b) Household income: household income is restricted to extremely low-income (<30% of
AMI), or very low-income (<50% of AMI) per California Health and Safety Code Sections
50106 and 50105.
c) Disability: the household must include at least one member with one or more disabilities
as defined by California Government Code Section 65582 (p).
d) Requirement for Supportive Services: the household or at least one member of the
household must be in need of supportive services, including, but not limited to a
combination of subsidized housing, permanent housing, intensive case management,
medical health care, mental health care, substance abuse treatment, employment
services, and benefits advocacy, in order to meet healthcare, transit, or social service
needs (as defined by California Government Code, Section 65582 (o).) It should be noted
that because the unit is a single-family home in a residential neighborhood and not on a
transit route, the opportunity for on-site supportive services is limited. If the Respondent
would like to explore constructing an ADU (or installing a pre-manufactured ADU or
constructing a garage conversion ADU) on the property to increase the opportunity for on-
site services or increase the number of occupants on the property, please indicate interest
in the proposal, Item 9(h).
e) Member of a Target Population Group: the household must belong to or have a household
member belonging to one or more of the following special needs population groups:
veterans, seniors, families with children, single parent families, young families, victims of
domestic violence1, persons with developmental disabilities,2 or another special needs
population group, if approved by the City of Foster City for eligibility.
f) Lease and Payment of Rent
Occupancy of the unit requires a lease with a 12-month minimum term. Rent is required to
be paid to the City of Foster City for all supportive/special needs housing units covered
under the Program. Rental rates for the unit are calculated by the City of Foster City and
issued annually on July 1 (see current rental rates below). The Respondent may provide a
rent subsidy directly or through provided or coordinated supportive services.
The rental rates are based on standard adjustments for household size consistent with
Section 50052.5(h) of the California Health and Safety Code and calculated based on 30%
of income limits for extremely low-income households (30% of AMI), very low-income
households (50% of AMI), and low-income limits (60% of AMI). The rent for the unit will be
set based on the household's income at the time of initial occupancy and re-adjusted
annually thereafter with a maximum increase of no greater than 5%. Rent for the vacant unit
for July 1, 2025, to June 30, 2026, is as follows:

g) Type of Program to be Provided
Respondents may submit a response to implement the Program through one (1) of the
following structures of services to be provided there is no preference regarding the
structure of services to be provided.
1. Supportive Housing Placement & Services: A contract with an agency to provide
housing placement and supportive services for an eligible household for the currently
eligible unit and future eligible units, if applicable. The agency would manage the
housing unit(s) as part of its housing portfolio and would coordinate and/or offer
supportive housing services for the occupants. The agency would be responsible for
marketing and filling the unit, ensuring that occupants meet ongoing eligibility
requirements, and that monthly rent is paid to the City of Foster City and all utilities are
paid by the agency and/or the tenant of the unit. The lease for the property would be in
the agency's name and subleased to the occupants of the unit, or, if preferred by the
agency, leased directly to the occupants. Property management of the housing unit
would be provided by the agency either directly, through the agency's subcontractor, or
through the City's contracted property management firm. The agency would be
responsible for payment of rent or facilitating payment of rent to the City of Foster City
and payment of all utilities or ensure that the tenant pays rent and utilities.
2. Supportive Housing Group Home(s): A contract with an agency to provide housing and
supportive services for a group home for the currently eligible unit and future eligible
units, if applicable. The housing unit (s) would be managed by the agency as part of its
portfolio, through a subcontracted property management firm, or by the City of Foster
City through the City's contracted property management firm. The agency would be
responsible for payment of rent to the City of Foster City and payment of all utilities.
3. Supportive Housing Services and Referrals for Placement: A contract with an agency
to provide referrals of potentially eligible households and coordination of supportive
services for the selected household and for future eligible units, if applicable. The
agency would refer potentially eligible households to the City's contracted property
management firm for filling the unit(s). Tenants would be responsible for payment of
rent to the City of Foster City and payment of utilities.

5. GENERAL PROVISIONS AND CONDITIONS
The City reserves the right to:
1. Reject any and all responses.
2. Negotiate with more than one consultant.
3. Waive minor irregularities in a response.
4. Cancel, revise, or extend this solicitation.
5. Revise the Agreement and/or Program Guidelines prior to final approval.
6. Request additional information on any response beyond that required by this RFP.
7. Modify the selection process outlined in this RFP upon written notification to all
respondents who have not been rejected at the time of modification.
8. Request substitution of sub-consultants.

Program Timeline
The timeline for implementation of the Program involves selecting an agency in response to this
RFP, and, in parallel, rehabilitation of the unit. Staff estimates that rehabilitation, once

approved, will take approximately three (3) to four (4) months. The City's goal is to fill the
currently vacant EUPP unit by July 31, 2026. The Contractor's Agreement shall be executed as
soon as possible with a termination date of December 31, 2028, and with a three-year renewal
option, at the City's discretion, with a termination date of December 31, 2031. Additional
renewals will be considered as needed for continued program implementation, as applicable.
7. RELATED DOCUMENTS/LINKS
Foster City Housing Element
Foster City's 2023-2031 Housing Element establishes a framework for meeting local housing
needs and complying with State housing laws. The Housing Element identifies community
needs and establishes goals and programs that ensure Foster City grows in an equitable,
climate-resilient, and consistent manner with the City's long-range plans. The Supportive
Housing Program and Special Needs Housing Programs are two of the implementation tools
identified in the Housing Element to support addressing the City's affordable housing needs
and housing for special needs populations.

8. SCOPE OF WORK
The following five (5) tasks are associated with this RFP:
Task 1: Program Initiation and Program Management
At the start of the project, the Consultant will participate in a kick-off meeting with City staff to
review objectives, roles, communication procedures, and reporting expectations. The
Contractor will work with staff to refine and confirm the Program timeline. Ongoing Program
management responsibilities include regular check-ins, progress updates, coordination,
budget tracking, and responsive communication.
Task 2: Program Administration
The Contractor will manage all Program administration tasks, selection/referral of eligible
households or groups of occupants for eligible target population(s), as applicable; payment of
rent to the City of Foster City and payment of utilities or ensuring that the tenant pays rent and
utilities, as applicable; and, coordination and/or administration of supportive housing services,
as applicable. The Contractor is responsible for developing and maintaining all household
eligibility applications, as applicable, coordinating documentation, and managing the
household applicant process or group selection from initial inquiry through placement/referral.
Task 3: Property Management, if applicable
If the Contractor's scope of work includes day-to-day property management, the Contractor
will manage the property or properties as part of their portfolio and ensure compliance with
local, state, and federal regulations for property management, the City of Foster City's Below
Market Rate Guidelines, as applicable, and the lease for the unit. Property management
requirements shall be included in the Contractor's scope of work, if applicable. Contractors
not providing property management as part of their scope of work must either subcontract for
property management services or agree to use the City's contracted property management firm

for day-to-day management of the property (and future properties, if applicable) under this
Program.
Task 4: Compliance and Reporting
The Contractor will ensure that all supportive services, and, as applicable, groups of occupants
or households, comply with the Program's requirements regarding eligibility, affordability,
occupancy, and include a cost for this service in their proposal, or b) request that the City
provide compliance services. The Contractor will also support the City's compliance
monitoring process by maintaining accurate records, providing annual reporting, and, if
included in the scope of work, assisting with income verification and rental-rate compliance.
The Contractor must coordinate with City staff to address any issues of non-compliance.
Task 5: Reporting and Records Management
The Contractor will maintain accurate and complete records of all Program activities, including
supportive services provided, household occupancy data, and annual eligibility certification, if
included in the scope of work. The Contractor will provide the City with annual reports
summarizing Program activity and loan administration. All reporting must comply with local,
state, and federal regulatory requirements, as well as the City's contract terms.
9. PROPOSAL REQUIREMENTS
Consultants interested in submitting a proposal should respond to this RFP with a written
proposal that provides all requested information. The proposal will be considered complete
only if it includes all the items listed under the Proposal Requirements. Please see Attachment
A for a checklist of all submittal requirements.
Title Page
Include the RFP title; firm name; primary contact person; mailing address; phone number;
email address; and submission date.
Cover Letter of Interest and Program Implementation Summary
Provide a brief letter introducing the agency, summarizing its interest in the Program,
describing the target population(s) to be served by the Program, and a description of
supportive services to be provided or coordinated by the agency, and outlining the agency's
key qualifications. Include the type of business entity (corporation, LLC, partnership, joint
venture, etc.), the type of Program the Respondent will be providing if selected: 1)
Supportive Housing & Services, 2) Supportive Housing Group Home(s), or 3) Supportive
Services and Referrals for Housing; include conflict of interest disclosures or a statement
of no conflicts of interest; business license acknowledgement; and, acknowledgement of
Additional Requirements.
Company Background and Experience
Describe the firm's history, areas of expertise, and experience providing services similar to
those requested. Include years in business, relevant licenses, and experience in supportive
housing and/or services. Include up to three (3) references, if applicable, for any municipal
partnerships or agreements, including contact names, phone numbers, and email
addresses.

Project Team and Key Personnel
Identify the individuals who will work on the Program, their roles, and relevant
qualifications. Include resumes or biographies for staff responsible for Program
management. Project teams can be comprised of a main Contractor and sub-contractor
firms/agencies.
Conflicts of Interest
Disclose any actual or potential conflicts of interest related to the firm or its staff in the
cover letter. If there are no conflicts, state this in the cover letter.
Financial Documents
Include the most recent agency annual report and audited financial statements, and
information about funding sources.
Acknowledgement of Business License Requirement
Proposers must acknowledge that they will maintain a Foster City business license during
the contract term.
Acknowledgment of Attachment B, Draft Rehabilitation Plan
Provide a list of any requested tenant improvements and known reasonable
accommodations, if any, including construction or installation of an ADU, if proposed,
along with estimated costs (to be finalized later) and whether your team is requesting that
the City fund the improvements/accommodations or if the agency will share or be
responsible for the costs. Please also include if the ADU, if proposed, is required prior to
occupancy of the unit or if it could be added after occupancy. The cost of reasonable
accommodations will not be included in the evaluation criteria and will be reviewed on a
case-by-case basis.
Submittal of Attachment C, Site Tour Agreement, and Non-Disclosure Agreement
The Site Tour Agreement and Non-Disclosure Agreement must be submitted prior to the
Site Tour. If the Respondent needs the address of the vacant unit prior to the Site Tour,
please submit the Non-Disclosure Agreement to njabba@fostercity.org.
Acknowledgment of Attachment D, Agreement
Confirm that the firm can enter into the City's standard Professional Services Agreement,
including Exhibits A, B, and C, or list any requested exceptions. Please reference the RFP
page numbers for all exceptions and recommended changes or provide a redlined version.

Scope of Work
Provide a detailed description of how the firm will complete each task in the Scope of Work.
The Scope of Work will be used to develop Exhibit A of the Agreement. Note that the
Program Guidelines will be incorporated by reference into the Scope of Work.
Cost Proposal
Provide a detailed cost proposal that includes all Contractor fees as applicable for the type
of Program for which Respondent is applying, including
Program administration fees, and whether costs will be billed monthly, quarterly, or
o
annually.
If applicable: property management fees, including management fees and labor
o
rates. Please note that if the Respondent proposes to provide their own property
management for unit(s) under contract, the City will remove the designated unit(s)
from the scope of work from the existing Agreement and execute revisions as
needed.
City-funded tenant improvements, if requested.

City-funded rent subsidies for household tenants, if requested.

Any other costs to the City for the Respondent to provide the services as stated in

the proposed scope of work.
10. PROPOSAL SELECTION CRITERIA AND PROCEDURE
Responses to this RFP will be evaluated based on the criteria as stated below. Staff will make a
recommendation to the City Council for approval of the recommended agency and an
agreement for a proposed term through December 31, 2028, with a three (3)-year renewal
option with the term ending December 31, 2031.
Responding consultant firms and/or teams will be evaluated based on the following 10 criteria:
1. Demonstrates understanding of the requested work and responsiveness to the scope of
services; and
2. Quality and completeness of the proposal; and
3. The range of supportive services that the agency provides and/or coordinates for the
target population(s) to be served through the Program; and
4. Household readiness: the number of households on a waitlist or identified by the
agency that are in need of housing and meet the household eligibility requirements as
listed above, and confirmation that the agency has at least one household eligible for
the first vacant EUPP unit (a three (3)-bedroom single-family home) by the Program
timeline goal; and
5. Costs to the City associated with the Proposed Scope of Work. Proposals will be ranked
in order from lowest to highest cost. Costs to be identified include:
