Invitation for Bids (IFB) No. SFMTA-2024-05-LOC: SFMTA Community Service Program Administration
The San Francisco Municipal Transportation Agency (SFMTA) is seeking a third-party vendor (Contractor) to oversee the SFMTA Community Service Program (Program), a program whereby customers may perform community service in lieu of payment for parking and transit citations.
The Contractor will be required to maintain agreements with all organizations providing community service opportunities; maintain a public office within one mile of the SFMTA Customer Service Center; provide a process for in-person or online enrollment into the Program; provide participants with information regarding community service requirements; verify participant documentation and approve work credit; provide timely electronic records to the SFMTA; and comply with all audit and reporting requirements as established by the SFMTA.
The SFMTA may award a contract to the Bidder that meets the Minimum Qualifications of this Solicitation (See IFB Section V) and whose Bid is the Lowest Responsive Bid. Bidders must provide documentation that clearly demonstrates that each Minimum Qualification and the Local Business Enterprise (LBE) subcontracting participation requirements (See IFB Section III.C) have been met. Any Bid that does not meet the Minimum Qualifications and LBE subcontracting participation requirements will be deemed non-responsive.
The SFMTA encourages Bidders to attend a virtual Pre-Bid Conference via Microsoft Teams on October 16, 2024, at 10:00 AM PT. Bidders may register for the Pre-Bid Conference and submit questions following the instructions included in IFB Section I.G. The SFMTA will address Bidders’ questions and will provide any new or additional information concerning the IFB at the Pre-Bid Conference.
