Manchester Water Works, acting through its Board of Water Commissioners and in accordance
with the provisions of Manchester NH Code of Ordinances Chapter 39: Procurement Code,
inclusive, seeks bids from qualified firms to provide water treatment chemicals certified to
NSF/ANSI Standard 60 by an ANSI-Accredited third party certifier. This contract will be for one
full year starting July 1, 2026 and ending June 30, 2027.
Sealed Bids will be received until 2:00 p.m. prevailing time on the 7th of April, 2026, at 281
Lincoln Street, Manchester NH, 03103. Late submissions will not be accepted.
Interested companies may obtain copies of the Requests for Bid (RFB) documents from the city
website: www.manchesternh.gov/bids
Questions regarding this request should be expressed in writing and directed to Marie Lee at
mlee2@manchesternh.gov.
The Board of Water Commissioners reserves the right to waive any irregularities, reject any or all
bids, and to accept the bid that appears to be in the best interest of Manchester Water Works.
Failure to submit all information called for may be sufficient grounds for disqualification.

GENERAL INFORMATION:
1. Bids will be received by the Manchester Water Works at the place and until the time specified
in the Request for Bid. NO BID WILL BE ACCEPTED AFTER TIME AND DATE
SPECIFIED.
2. The following meanings are attached to the defined words when used in this document:
a. The word "Respondent" means the person, firm, or corporation submitting a bid on these
specifications or any part thereof.
b. The word "Contractor" means the person, firm, or corporation with whom the Contract is
being made by carrying out the provisions of the Sealed Bid and the Contract.
3. Strict compliance with the requirements of the Request for Bid, terms and conditions, and the
specifications is necessary. All designations and prices shall be fully and clearly set forth. All
blank spaces must be filled in.
4. Each Bid must give the full business address of Respondent and be signed by an authorized
signature with their usual signature. Bids by partnerships must furnish the full names of all
partners and must be signed with the partnership name by one of the members of the
partnership or by an authorized representative, followed by the signature and title of the person
signing. Bids by corporations must be signed with the legal name of the corporation, followed
by the state of incorporation and by the signature and title of president, secretary, or other
person authorized to bind it in the matter. The name of each person signing shall also be typed
or printed below the signature. A Bid by a person who affixes to their signature the word
"president", "secretary", "agent", or other title without disclosing their principal may be held
to be the bid of the individual signing. When requested by the Manchester Water Works,
satisfactory evidence of the authority of the officer signing on behalf of the corporation shall
be furnished.
5. Sealed Bids will be received at the Manchester Water Works office, 281 Lincoln Street,
Manchester, New Hampshire, before or at 2:00 p.m. prevailing time of the 7th day of April,
2026; no exceptions will be made, where they will be publicly opened and read aloud. Emailed
submissions will not be accepted.
All Bids must be in a sealed package, addressed to Manchester Water Works and clearly marked
"WATER TREATMENT CHEMICALS - APRIL 7, 2026 2:00 PM"

6. All bids shall include the following:
A BID for water treatment chemicals as specified, including all required documentation
contained herein.
THREE (3) copies of the sealed Bid are required.
Manchester Water Works, acting through Board of Water Commissioners, intends to award a
contract to a responsible and responsive contractor, whose Bid has been deemed to be the most
advantageous for the Water Works Department, taking into consideration price and the
evaluation criteria set forth in the RFB, provided, however, that such Bid shall be in full
compliance with all applicable requirements of federal, state and local laws, including
Manchester NH Code of Ordinances Chapter 39: Procurement Code.
An award of a contract pursuant to this RFB will require a favorable vote of the Manchester
Board of Water Commissioners.
7. No oral interpretations will be made to any Respondent as to the meaning of the specifications
or terms and conditions of this Request for Bid. Every request for such interpretation or request
for a change in the specifications or terms and conditions shall be made in writing to:
mlee2@manchesternh.gov and shall be done so five (5) or more working days before the
response due date. Every interpretation made to a Respondent will be in the form of an
addendum to the Request for Bid, which, if issued, will be posted promptly as practicable on
the City of Manchester Purchasing website: http://www.manchesternh.gov/bids.
All such addenda shall become a part of the Request for Bid.
8. Bids that are incomplete, not properly endorsed or signed, or otherwise contrary to these
instructions may be rejected as informal by the Board of Water Commissioners. The Bid must
be filled out completely and accurately. Please explain in detail any exceptions or deviations
taken on this Request for Bid. Separate pages may be used if required.
9. Conditional Bids will not be accepted. Any exclusions must be in writing to
mlee2@manchesternh.gov, shall be done so five (5) or more working days before the response
due date, and require approval.
10. As Manchester Water Works is exempt from the payment of federal excise taxes, all prices
quoted herein are not to include these taxes.
11. All prices and delivery times quoted must be firm, FOB destination, City of Manchester (for
Lake Massabesic WTP), or Town of Hooksett (for Merrimack River WTP), New Hampshire,
unless otherwise indicated by Manchester Water Works.
12. Bids should include all charges for mobilization, delivery, packing, crating, containers, etc.
Unless otherwise stated by the Respondent, Bids will be considered as being based on delivery
to the destination designated, including any and all freight and packing charges.

13. Unless otherwise stated by the Respondent, the Bid will be considered as being in strict
accordance with the specifications outlined in this Request for Bid. References to a particular
trade name, manufacturer's catalogue, or model number, are made for descriptive purposes to
guide the Respondent in interpreting the requirements of Manchester Water Works. They
should not be construed as excluding Bids on other types of materials, equipment and supplies.
However, the Respondent, if awarded a Contract, will be required to furnish the particular item
referred to in the specifications or descriptions unless a departure or substitution is clearly
noted and described in the Bid.
14. Manchester Water Works reserves the right to postpone the delivery date to allow for any
change in operating conditions or for any other cause not now foreseen. In the event
Manchester Water Works elects to exercise this right, all prices quoted pursuant to this Request
for Bid will remain firm for one year from date of Bid, and Manchester Water Works shall
incur no additional obligation to the Contractor on account of any delay of delivery date
ordered.
15. The Respondent must certify that no official or employee of Manchester Water Works or State
of New Hampshire has a pecuniary interest in the Bid or in the Contract that the Respondent
offers to execute or in the expected profits to arise there from, and that this Bid is made in good
faith without fraud or collusion or connection with any other person submitting a Bid.
Respondent must sign the Non-Collusion form included in this RFB.
16. Bids may be withdrawn or modified upon written or electronic request received from
Respondents prior to the time affixed for opening. Any withdrawals not received by
Manchester Water Works prior to the bid opening will be considered invalid. Email
correspondence shall be addressed to mlee2@manchesternh.gov. Negligence on the part of the
Respondent in preparing the Bid confers no right for the withdrawal of the Bid after it has been
opened.
17. The Board of Water Commissioners reserves the right to waive any informality in Bids, to
reject any and all Bids wholly or in part, and to make awards in a manner deemed in the best
interest of Manchester Water Works.
18. After the Bids are evaluated, Manchester Water Works reserves the right to conduct interviews
of short-listed Respondents or to directly select the top ranked firm presenting the most
advantageous offering to Manchester Water Works. In addition, Manchester Water Works
reserves the right to written or verbal negotiations with one or more parties who have submitted
Bids. Such negotiations are designed to achieve terms and conditions most favorable to
Manchester Water Works.
19. The Contract Agreement will be in the form customarily employed by Manchester Water
Works and will incorporate the Request for Bid with terms & conditions. A copy of the
Contract Agreement is attached hereto.

20. The Respondent, if awarded an order or contract, agrees to protect, defend and hold The City
of Manchester, Manchester Water Works, MWW's officers, director, partners, employees and
agents harmless against any demand for the use of any patented material, process, article or
device that may enter into the manufacture, construction or form a part of the work covered by
either order or contract.
21. The Respondent, if awarded an order or contract, agrees to defend, indemnify, and hold
harmless The City of Manchester, Manchester Water Works, MWW's officers, directors,
partners, employees and agents from all damages to life and property arising out of the
performance of this Contract due to the Respondents negligence, that of his employees,
subcontractors, etc., or due to the negligence of Manchester Water Works, its employees,
representatives, agents, etc.
METHOD OF PAYMENT:
22. Payments: Payment shall be made within 45 days of delivery and acceptance of contracted
item(s) or upon receipt of a verified claim for payment, whichever is later. Payment will only
be made for work, or material, that has been completed or received. All invoices are to be e-
mailed to waterworksap@manchesternh.gov for timely processing. If discounts are offered for
early payment, payment must be allowed utilizing a City p-card with no additional service
charges incurred.
23. The Respondent, if awarded an order or contract, agrees to provide Manchester Water Works
proof of Federal Identification Number (IRS Code Section 6723). Acceptable forms of
documentation are; a copy of a federal tax depository ticket, copy of IRS label showing name
and Federal ID Number, IRS letter of taxpayer Identification Number assigned, other
correspondence from the IRS with both individual/business name and Federal Identification or
stationery/bills with Federal ID Number (and firm name and address) PREPRINTED on it.
Any impertinent information may be blackened out before sending to the City. Copies of tax
returns must show taxpayer section and signature.
24. Any Respondent who receives an order or orders resulting from this invitation agrees to submit
a Safety Data Sheet (SDS) for each toxic or hazardous substance or mixture containing such
substance pursuant to RSA 277-A when deliveries are made. The vendor agrees to deliver all
containers properly labeled pursuant to RSA 277-A. Failure to submit an SDS and/or label on
each container will place the vendor in noncompliance with the purchase order. Failure to
submit SDS and/or labels on each container may result in civil or criminal penalties, including
Bid debarment and action to prevent the vendors furnishing substances or mixtures.
Respondents are cautioned to obtain and read the law referenced above.

I. OVERVIEW
A. ADDITIONAL REQUIREMENTS AND CONDITIONS
1. Provisions of Award - Contracts will be awarded separately for each chemical on the
basis of:
a. The character, integrity, reputation, judgment, experience, and efficiency of the bidder
as well as the bidder's ability, capacity, and skill to perform the contract or provide the
service required.
b. Delivery time, price, NSF certification, specifications and performance comparison.
c. Bids will be evaluated and awarded based on a 1-year firm price basis.
d. The bid price shall hold firm for the duration of the award. Additional fees and
surcharges will not be allowed during the contract period.
e. Any and all bids shall be presented to the Board of Water Commissioners for approval
and award at their meeting scheduled to be held April 23, 2026.
2. Delivery
Water treatment chemicals shall be accepted for delivery to Manchester Water Works at
either of the following locations:
a. Lake Massabesic Water Treatment Plant, 1581 Lake Shore Road, Manchester, NH

b. Merrimack River Water Treatment Plant, 18 Kimball Drive, Hooksett, NH
(603) 792-8912
Deliveries will be accepted between the hours of 8:00 a.m. and 3:00 p.m. Monday through
Friday, with flexible windows if needed.
All chemical truck deliveries for the Lake Massabesic Water Treatment Plant must
access via the intersection of Candia Road and Lake Shore Road. Other side road
routes indicated by certain GPS map services are not passable by tanker truck.
Identification of delivery drivers may be requested prior to their arrival and as defined
herein. Bidders may be required to notify Manchester Water Works personnel upon
departure of delivery trucks, of the driver's name and tank plate number. Drivers may be
required to present valid picture identification upon arrival.
Drivers are required to check in with plant personnel prior to delivery to determine
best access to the delivery point.

3. Penalty
In the event that delivery is not made as stipulated by the Manchester Water
Works, the sale and all rights there under may be cancelled without notice.
4. Requirements
a. All proffered bids shall conform to the specifications issued herein. Bids failing to
meet the minimum requirements will be considered unacceptable.
b. A Bid Form is provided at the end of these specifications for the insertion of all
necessary prices and information on the items defined in this specification. The Bid
Form shall be completed in full, with any and all exceptions noted, and submitted to
the Manchester Water Works office at 281 Lincoln Street, Manchester, NH 03103 no
later than 2:00 p.m. on April 7, 2026. If the bidder should elect not to bid any items,
the words "NO BID" must be entered in the appropriate space(s).
c. Manufacturer's specification sheets shall accompany each chemical bid.
d. Manchester Water Works shall have the right to refuse delivery if any chemical fails to
meet the specifications and or delivery requirements contained herein.
e. Any and all defective or inferior chemicals shall be returned to the bidder for
replacement at no cost to the Manchester Water Works.
f. The Bidder shall certify that all chemicals delivered by bulk tank to Manchester Water
Works by the bidder or agents of the bidder shall be free of contaminants from other
products which were previously contained in the same tank(s). A certificate with a
statement to this effect shall be attached to the Bidder's proposal.
g. The Bidder shall pay for both the damages to the plant and property of Manchester
Water Works which are directly caused by the failure of the bidder to furnish chemicals
which meet the specifications contained herein as well as the cost to remove those
chemicals from the site.
h. Within 24 hours of a chemical order placed via phone or online by MWW,
supplier shall provide confirmation of the order by one of the below methods:

5. Bid Results
A summary of all bid prices (Bid Tabulation) will be posted on the City of Manchester
website (below) and all bidders will be notified of the results via email once the bids have
been evaluated.

All bidders are invited to attend the public opening of bids. No bid results will be given
over the telephone. Quantities of water treatment chemicals appearing in the
specifications have been estimated and may not represent the actual quantities to be
purchased between July 1, 2026 and June 30, 2027.

SPECIFICATION
FOR
SODIUM HYPOCHLORITE (MIN. 12.5%)
ITEM & QUANTITY
Lake Massabesic Water Treatment Plant (LMWTP)
Approximately 140,000 gallons of sodium hypochlorite delivered in truckloads not to
exceed 5,500 gallons to the Lake Massabesic Water Treatment Plant, located on Lake
Shore Road, Manchester, NH.
Merrimack River Water Treatment Plant (MRWTP)
Approximately 60,000 gallons of sodium hypochlorite delivered in truckloads not to
exceed 5,500 gallons to the Merrimack River Water Treatment Plant, located on Kimball
Drive, Hooksett, NH.
SPECIFICATION
Shall be minimum 12.5% trade solution complying with AWWA specification B300 (most
recent edition) and certified to NSF/ANSI Standard 60 by an ANSI-Accredited third party
certifier. The hypochlorite shall contain no less than 1.00% or more than 1.05% of excess
caustic soda by weight upon delivery. The seller agrees to furnish Manchester Water Works
a copy of certified titration tests of each individual shipment. Said test must indicate the
specific gravity and pH of the finished hypochlorite, the percent available chlorine, and the
percent excess caustic soda, both by weight. Upon delivery, samples will be titrated to
assure %-concentration of available chlorine. Additionally, the solution temperature will
be measured upon delivery and is not to exceed 46.1oC (115oF) and shall be returned at the
supplier's expense or off loaded when the temperature reaches acceptable levels.
DELIVERY
Delivery, by drivers with valid identification, shall be made within seven (7) days' notice
to either the Lake Massabesic or Merrimack River treatment plant site. Bidders shall notify
Manchester Water Works personnel upon departure of delivery trucks, of the driver's name
and tank plate number. A purchase order will be issued by MWW for shipments. Billing
shall be on a volume basis, listing also, the date and location of each delivery. Each
shipment shall be accompanied by a certified weight certificate which shall be presented
to the plant operator prior to connecting the fill hose. Delivery pressures shall not exceed
30 psi. All shipments shall comply with ICC regulations and delivery hours of 8:00
a.m. and 3:00 p.m. Monday through Friday and arranged with plant staff; flexible
windows are available if needed. All chemical vendors shall be responsible for all clean-
ups and costs of said clean-ups for any spills of chemicals that are released during the
delivery of the contracted product. This shall include minor leaks at the appropriate fill
stations.
