Develop a performance measurement framework that links HIT investments to the state’s strategic objectives on sustainability of rural providers and their readiness for value-based care. The framework will define leading and lagging indicators; short-, mid-, and long-term outcomes; performance measures; and data sources related to RHTP-funded HIT investments.
