WALKING WOODS DRIVE – NEW STORM SYSTEM PIPE AND CONNECTIONS
FOR
CITY OF LAKE OSWEGO
LAKE OSWEGO, OREGON
Bid Closing Time: 2:00 p.m., local time, Thursday, August 13, 2026
Engineer's Estimate: $400,000 to $600,000SCOPE OF WORK: The Contractor shall provide and install approximately 450 linear feet of new storm pipe within an existing private driveway and within portions of Walking Woods Drive. Refer to separately attached construction documents titled, “Walking Woods Drive Storm Improvement Project,” for specific requirements.
The private driveway provides access to 2 and 4 Grouse Ter. Notably, the contractor shall provide on-site residents at 2 and 4 Grouse Ter with full access (ingress and egress out of the project site) during on-site construction. Similarly, emergency vehicles shall be provided with full access (ingress and egress out of the project site) during on-site construction.
The storm pipe alignment is to tie-in to an existing storm manhole (EX-MH-2) and separately tie-into a new storm manhole (MH-1) located within the private driveway. The storm pipe then enters a downstream storm manhole and (4) separate downstream catch basins before it reconnects to an existing storm manhole (EX-MH-1) located adjacent to the intersection of Walking Woods Drive with Partridge Lane.
Specific to this project, the Contractor will be required to prepare and submit a Traffic Control Plan and Permit Application and initiate the Traffic Control Plan setup/take down each workday when work is underway. The Traffic Control Plan will be required for Walking Woods Drive and the private driveway (when necessary) to direct homeowners and business owners into and out of the driveway.
Additionally, the Contractor shall provide and install tree protection measures and permanent and temporary erosion control and submit and obtain all necessary permits and plans. Refer to Contract Documents for identified Project Work items and anticipated on-site construction activities.
Specific to bid items and items of work, refer to Bid Form, Drawings, In-Drawing Specifications, City General Conditions, City Special Provisions, Project Location, and Vicinity Map for requirements.
COMPLETION: Project Substantial Completion shall be no later than (NLT) October 27, 2026, and Project Final Completion shall be November 10, 2026.
A VOLUNTARY PRE-BID MEETING IS SCHEDULED: At 10:00 a.m., local time, August 5, 2026. Regardless of whether the Contractor attends the Pre-Bid Meeting, it is the Contractor's responsibility to verify existing and future conditions associated with the work prior to submitting a bid. Any items not included at the time of bid, but required for successful project completion, shall become the Contractor’s responsibility during both the tendering and construction phases.

PUBLIC WORKS/PUBLIC IMPROVEMENT PROJECT. This project is subject to Oregon minimum wage rate requirements of ORS 279C.800 through 279C.870 and Federal minimum wage rate requirements of the Davis-Bacon Act – 40 U.S.C. 3141 to 3148.

Bidders must submit a Bid Security to the City, along with their Bid, in an amount of 10%.

If a Bidder wishes to be personally present at the Bid Opening or if you have accessibility concerns, please contact the Project Manager at least four (4) business days prior to the Bid Opening.
The City will investigate and determine the qualification of the apparent successful Bidder as part of its evaluation of the responsive Bid with the highest points. See Special Provisions Section 00120 – Bidding Requirements and Procedures.
Because the City’s estimate of the contract value is $100,000 or greater, bidders must submit a First-Tier Subcontractor Disclosure Form (provided in the Bid Documents) to the City no later than 4:00 p.m., local time, on the date for receipt of bids. The First-Tier Subcontractor Disclosure Form shall be submitted electronically to the same link as the Bid.
QUESTIONS/CLARIFICATION: Questions about meaning or intent of the Bid Documents shall be submitted through the project bid site no later than seven (7) days prior to Bid Closing Time. Clarifications to the Bidding Documents will be made by addenda only. Oral statement may not be relied upon and will not be binding or legally effective.
