Title: Traffic Signal Control Devices
Addenda: 0
Release Date: 5/23/2025
Due Date: 6/23/2025
The City of Richmond is soliciting bids to establish a term contract to supply traffic signal cabinets, vehicle detection sensor units, pedestrian push buttons and traffic signal heads to the Department of Public Works (DPW) on an as-needed basis, as outlined in this solicitation.
The Transportation Engineering Division (TED) of DPW is responsible for the operation and maintenance of the City’s traffic signal infrastructure. TED currently oversees a network of approximately 550 traffic control devices, which includes a mix of signalized intersections, flashing beacons, pedestrian hybrid beacons (PHB) and other traffic management systems.
Approximately 55% of the signalized intersections are equipped with vehicle detection systems and pedestrian activation, which are critical for efficient traffic signal timing, real-time traffic responsiveness, and enhanced safety for all road users. These systems support actuated signal operations, and data collection efforts that inform transportation planning and operational improvements. In conjunction with these vehicles detection systems, TED manages a wide array of traffic signal cabinets and controllers, which serve as the central hardware for signal operation, communication, and control.
In response to growing traffic demands, aging infrastructure, and evolving technology, TED is seeking to enhance its inventory of vehicle detection systems, pedestrian push buttons, traffic signal cabinets and traffic signal heads to improve system efficiency, reliability, and safety across its network.
