INVITATION FOR BIDS
The Town of Kingston (the Town) is soliciting sealed bids in response to this Invitation
for Bids (IFB) for the project known as the 10 Maple Street In-Situ Remedial Injections Project
(the Project). Sealed bids for the Project will be received at the Office of the Town Planner, 26
Evergreen Street, Kingston, MA 02364, until the time specified below at which time the bids will
be publicly opened and read.
Specifications and bid forms may be obtained at the Town of Kingston website
https://www.kingstonma.gov/bids.aspx beginning on July 22, 2026, at 10:00am. It will be the
Bidder’s responsibility to review the issuance of any and all addenda posted, with
acknowledgement provided in the bid submission.
Bids will be opened in the Room 200, Kingston Town House, 26 Evergreen Street, on
Thursday, August 13, 2026, at 10:00 a.m. Bids shall be accepted until this time. Each Bid must
be accompanied by a bid security in the amount of five (5%) percent of the total base bid price
consisting of a BID BOND, CASH, or, CERTIFIED CHECK issued by a responsible bank or
trust company, or a bid bond issued by a surety licensed to do business in the Commonwealth of
Massachusetts; and shall be conditioned upon the faithful performance by the principal of the
agreement contained in the bid.
Non-Mandatory Pre-Bid Conference and Site Visit will be held at the project Site located
at 10 Maple Street, on July 29, 2026, at 10:00 a.m. Prospective bidders are strongly encouraged
to attend. If the bidder chooses not to attend this meeting, they shall waive any claim(s) for
differing site conditions if awarded the contract.
A performance bond in an amount equal to one hundred percent (100%) of the total
amount of the contract price with a surety company qualified to do business in the
Commonwealth of Massachusetts will be required for the faithful performance of the contract, as
well as a labor and materials bond in an amount equal to one hundred percent (100%) of the total
contract price.
All bids for this project are subject to applicable public bidding laws of Massachusetts,
including, but not limited to G.L. c.30, §39M.
Attention is directed to the minimum wage rates to be paid as determined by the
Commissioner of Labor and Workforce Development and the weekly payroll record submittal
requirements under the provisions of Massachusetts General Laws, Chapter 149, Section 26
through 27D inclusive.
Selection of the contractor will be based upon bidder qualifications, including evidence
of past performance in similar projects, and bid price. The contract will be awarded to the bidder
deemed by the awarding authority to be the lowest responsible and eligible bidder.
The bidder agrees that its bid shall be good and may not be withdrawn for a period of
thirty (30) days, Saturdays, Sundays and legal holidays excluded, after the opening of the bids.
The Town reserves the right to waive any informalities, to accept or reject, in whole or in
part any or all bids, or take whatever other action may be deemed to be in the best interest of the
Town.

SECTION 00100
INSTRUCTIONS TO BIDDERS
1. Receipt and Opening of Bids
The Town of Kingston, Massachusetts, herein called the Owner, acting by and through its
Town Council, will receive sealed Bids for the project known as the 10 Maple Street In-
Situ Remedial Injections Project (the Project).
General bids shall be addressed to the Town Manager, Kingston Town House, 26
Evergreen Street, Kingston, MA 02364 and endorsed "Bid for 10 Maple Street In-Situ
Remedial Injection” will be received at the Town Planner’s office at Town House until
10:00 a.m. on August 13, 2026, at which time and place said bids will be publicly
opened and read aloud.
Any bid may be withdrawn prior to the above scheduled time for the opening of bids or
authorized postponement thereof. Any bid received after the time and date specified will
not be considered. The bidder agrees that its bid shall be good and may not be withdrawn
for a period of 30 days, Saturdays, Sundays, and legal holidays excluded, after the
opening of bids.
2. Location and Work to be Done
The Work consists of performing up to fifty-five (55) in-situ remedial injections to
the subsurface at approximately 3 to 11 feet below ground surface (bgs) at two
discrete areas at the Site, totaling approximately 4,500 square feet (SF), and all work
incidental thereto, in accordance with the Specifications and conceptual plans attached
hereto. Please refer to Figures 1-5 for additional details regarding the location and work
to be performed as part of this contract.
In the event, additional drawings detailing the Work to be done are furnished by
addendum during the bidding period by the Owner or its Architect/Engineer, and said
documentation shall then become a part of the Contract Documents. The Owner does not
warrant the sufficiency, accuracy, or correctness of any drawings provided by them, its
Architect, or Engineer in relation to the Project. The Contractor shall be responsible for
reviewing all documentation, confirming its sufficiency, accuracy, and correctness, and
informing the Owner and Engineer if any discrepancies or errors arise during such
review.
The Contractor shall furnish all labor, services, materials, equipment, staging, plant,
machinery, apparatus, appliances, tools, supplies, and all other things necessary to do all
work required for the completion of each item of the Work and as herein specified.
The Work to be done and paid for under any item shall not be limited to the exact extent
mentioned or described but shall include all incidental work necessary or customarily
done for the completion of that item.
