Sealed Bids will be received on or before 2:00 P.M., November 15, 2024 for furnishing the services
and/or items described herein. The time of receipt shall be determined by the time clock stamp in the
Purchasing office.
All questions must be submitted before 5:00 p.m., November 8, 2024. If necessary, an addendum will
be issued and posted to the County website on the Current Bids/RFP Requests tab at
https://www.roanokecountyva.gov/bids.aspx.
If proposals are hand delivered or mailed, send directly to the Purchasing Division at the address listed
above. If the Roanoke County Administration Building is closed for business at the time scheduled for
the proposal opening, the sealed proposal will be accepted and opened on the next business day of
the County, at the originally scheduled hour.

The County reserves the right to cancel this IFB and/or reject any or all proposals and to waive any
informalities in any proposal.
This section is to be completed by the Offeror and this page must be returned with the bid. In
compliance with this Invitation For Bid and subject to all terms and conditions imposed herein, which
are hereby incorporated herein by reference, the undersigned offers and agrees to furnish the services
and/or items requested in this solicitation if the undersigned is selected as the successful Bidder. No
Bid may be withdrawn within a period of sixty (60) days after Bid opening except for clerical errors, as
set forth in part (1) of Section 2.2-4330(B), Virginia Code, 1950, as amended. Notices of bid withdrawal
must be submitted in writing to the Purchasing Division.
My signature certifies that the bid as submitted complies with all requirements specified in this Invitation
for Bid (“IFB”). If this Bid is accepted by the County, to provide the services and/or items in accordance
with this Invitation for Bid and to execute a Contract/Purchase Order substantially similar to the attached
Contract/Purchase Order Terms and Conditions for such services and/or items. My signature also
certifies that by submitting a bid in response to this IFB, the Bidder represents that in the preparation
and submission of this bid, the Bidder did not, either directly or indirectly, enter into any combination or
arrangement with any person or business entity, or enter into any agreement, participate in any
collusion, or otherwise take any action in the restraining of free, competitive bidding in violation of the
Sherman Act (15 U.S.C. Section 1) or Sections 59.1-9.1 through 59.1-9.17 or Sections 59.1-68.6
through 59.1-68.8 of the Code of Virginia.
