The Glenn County Health and Human Services Agency (HHSA) invites you and your company to our Request for Proposal Number 2026-02. The Glenn County Health and Human Services Agency is inviting qualified organizations who are interested in partnering with the Health and Human Services Agency Department of Behavioral Health to implement and provide after-hours community-based mobile crisis intervention services and after-hours crisis intervention services in accordance to Behavioral Health Information Notice No. 23-025.

REQUEST FOR PROPOSAL
AFTER-HOURS & MOBILE CRISIS SERVICES
1. PURPOSE
Glenn County is inviting providers from qualified organizations specializing in behavioral health services, who
are interested in partnering with the Health and Human Services Agency Department of Behavioral Health to
implement and provide after-hours community-based mobile crisis intervention services and after-hours crisis
intervention services in accordance to Behavioral Health Information Notice No. 23-025.
Glenn County intends to identify a partner that will work closely with the County to develop and deliver a
sustainable program model that meets the needs of the community. This request for proposals anticipates a
diverse response with respect to program models, and as such the anticipated contract period will be negotiated
with the selected firm(s). The County reserves the right to award to one or more firms; whichever is in the best
interest of the County.
This RFP includes descriptions of the scopes of work for each type of service, proposal requirements, and
instructions for submitting the proposal. The terms “Contractor”, “Provider”, and “Vendor” may be used
interchangeably throughout this RFP.
2. BACKGROUND
“Community-Based Mobile Crisis Intervention Services” (also referred to as “Mobile Crisis Services”) are
services that provide rapid response, individual assessment and community-based stabilization to Medi-Cal
members who are experiencing a behavioral health crisis. Mobile Crisis Services are designed to provide relief
to members experiencing a behavioral health crisis, including through de-escalation and stabilization
techniques; reduce the immediate risk of danger and subsequent harm; and avoid unnecessary emergency
department care, psychiatric inpatient hospitalizations, and law enforcement involvement. Mobile Crisis
Services include warm handoffs to appropriate settings and providers when the member requires additional
stabilization and/or treatment services; coordination with the referrals to appropriate health, social and other
services and supports, as needed, and short-term follow-up support to help ensure the crisis is resolved and
the member is connected to ongoing care. Mobile Crisis Services are directed toward the member in crisis but
may include contact with a family member(s) or other significant support collateral(s) if the purpose of the
collateral’s participation is to assist the member in addressing their behavioral health crisis and restoring the
member to the highest possible functional level. Mobile Crisis Services are provided by a multidisciplinary
mobile crisis team at the location where the member is experiencing the behavioral health crisis. Locations may
include, but are not limited to, the member’s home, school, or workplace, on the street, or where the member
socializes. Mobile Crisis Services claimed under this option cannot be provided in hospitals or other facility
settings. Mobile Crisis Services shall be available to members experiencing behavioral health crises 24 hours
a day, 7 days a week, and 365 days a year.
“Crisis Intervention” is an unplanned, expedited service to or on behalf of, a member to address a condition that
requires more timely response than a regularly scheduled visit. Crisis intervention is an emergency response
service enabling a member to cope with a crisis, while assisting the member in regaining their status as a
functioning community member. The goal of crisis intervention is to stabilize an immediate crisis within a
community or clinical treatment setting. It may include contact with significant support persons or other
collaterals if the purpose of their participation is to focus on the treatment of the member. This service includes
one or more of the following service components:

Crisis intervention services may either be face-to-face or by telephone or telehealth and may be provided in a
clinic setting or anywhere in the community. (State Plan, Supplement 3 to Attachment 3.1-A, page 2d [TN 22-
0023].)
After-Hours & Mobile Crisis Services Program Requirements:
After-Hour Crisis Intervention Services will take place during the times listed below:
o Monday through Friday between the hours of 5:00pm and 8:00am
o 8:00am Saturday through 8:00am the following Monday
o Holidays from 8:00am through 8:00am the following morning.
Providers shall meet the minimum qualifications for provider types listed in the Specialty Mental Health
Short-Doyle Medi-Cal Billing Manual.
3. DESCRIPTION OF SERVICES
Glenn County’s after-hours crisis services include assessment, intervention, and referral provided via telehealth
and face-to-face emergency room and community response. The services are expected to be performed by the
selected service provider(s) for the term beginning July 1, 2026 through June 30, 2029.

c) Bidders’ Questions

telephone, facsimile (FAX), or orally. The HHSA reserves the right to decline a response to any question if in
the HHSA’s assessment the information cannot be obtained and shared with all potential bidders in a timely
manner.

d) Submission of Proposals:
All proposals are final after the filing deadline. No adjustments shall be permitted after that time. Any proposal
received after the exact time specified for receipt will not be considered unless it is received before an award is
made, and it is determined by the HHSA that the late receipt was due solely to mishandling by the HHSA after
receipt at the designated address. The only acceptance evidence to establish whether a proposal is late or
meets the exception listed above, shall be the time of receipt at the HHSA as determined by the date stamp of
the HHSA on the proposal wrapper or other evidence of receipt maintained by the HHSA. No public opening of
the proposals shall be required.
All costs of the proposal preparation shall be the responsibility of the Proposer. All materials submitted in
response to the proposal become the property of the HHSA and may be returned only at the HHSA’s option
and the bidder’s expense.
Submission of a proposal in response to this RFP waives any claim against Glenn County and the HHSA for
irregularities in the RFP process, except as otherwise required by law or regulation.
e) Proposal Review and Evaluation Criteria:
The HHSA Director, selected County staff, and selected interested professionals will evaluate the proposals to
determine a responsive, responsible and qualified Proposer approved by the HHSA. The Proposer shall:
