RFP ERO DO #26-F-5-25/26 - Re-Entry Medicated Assisted Treatment (MAT) Program
The County Commissioners of Carroll County (“County”) is soliciting Proposals from experienced and qualified Providers who can provide a Re-Entry Medication Assisted Treatment Program for incarcerated individuals (“Services”). The County receives a portion of its Opioid Restitution Funds through Maryland’s Office of Overdose Response for local opioid remediation purposes. The funding supports treatment of Opioid Use Disorder (OUD) and any co-occurring substance use disorder or Mental Health (SUD/MH) conditions through evidence-based or evidence-informed programs or strategies, an approved use under Exhibit E in the National Settlement Agreement . The County is required to have a Targeted Abatement Plan, approved by Maryland’s Office of Overdose Response. The County’s plan prioritizes Medication Assisted Treatment services for incarcerated individuals. The County, through the Department of Citizen Services is making available $325,362.53 annually in funding to agencies currently operating in Carroll County. The County is seeking qualified and experienced contractors to administer an evidence-based treatment program supporting individuals with OUD in transitioning from incarceration back into the community, in alignment with the mandates and intent of Maryland HB0116. This legislation emphasizes the expansion, coordination, and continuity of behavioral health, substance-use treatment, and supportive reentry services to reduce recidivism and improve post-release outcomes.
