The City operates under a decentralized procurement system; individual Departments are responsible for purchasing those goods and services required to perform their functions. The Procurement Division acts as a liaison between Departments, responsible for administering & enforcing purchasing policies & procedures; identifying & establishing procurement strategies, methods & processes; and providing assistance with solicitation development, negotiations & contract awards.

The City is accepting formal proposals in support of this Design and Build project. This is for the demolition, removal, and recycling of the existing synthetic turf, design, manufacture, and installation of a new synthetic turf field system at Lakelands Park located at 1368 Main Street, Gaithersburg, Maryland 20878.
Lakelands Park has an existing synthetic turf field that was installed in 2014. The existing turf field is past its useful lifespan and needs to be replaced. The existing system utilizes an organic infill but does not have a shockpad. The new system shall incorporate a shockpad under the synthetic turf.
This project shall be a Design and Build project. The Contractor shall be responsible for all aspects of demolition, removing, and recycling the existing turf field, design, manufacture, inspection and correction of the existing base, and installation of the synthetic turf field system. The Contractor shall supply all labor, materials and supplies, and equipment necessary for successful completion of the project.
The turf field is used by both the City and the elementary school next to the site. The Contractor must be prepared to work with City staff immediately after a contract is signed to create the shop drawings, obtain approval for the shop drawings, and order all materials in a timely manner.
