The City of Lewiston, Idaho is accepting sealed Statements of Qualifications (SOQs) for
professional engineering services to update its 2020 Transportation Plan.
The full Request for Qualifications (RFQ) document is available on the City's website,
www.cityoflewiston.org under "Bid Opportunities".
Responses will be accepted until 2:00 PM (PDT) on August 13, 2026. An optional pre-SOQ
meeting will be held on August 4, 2026, at 10:00 am at 215 D Street, Lewiston, Idaho 83501.
Submit (5) five complete proposals as well as (1) one complete electronic version. Clearly mark
the outside mailing envelope with the engineering firm's name, address and "RFQ-26-015
Transportation Plan Update (TR078).

PART I: PROJECT OBJECTIVES AND BACKGROUND
1.1 Goal Statement
The City of Lewiston is seeking qualified engineering firm(s) to update its 2020 Transportation
Plan. The primary objective of this project is to provide amendments to the existing Transportation
Plan such as updating appendices. Key elements of the update include a comprehensive sidewalk
inventory, a standalone Capital Improvement Plan (CIP) for pedestrian and bicycle facilities, a
public participation guide audit to enhance community involvement, and an evaluation of the
current pavement preservation program.
1.2 Project Objectives
To analyze Lewiston's current transportation system and develop actionable recommendations for
the Transportation Plan Update. To maximize the project budget and ensure a targeted approach,
the core objectives for this project are focused on the following key areas:
Active Transportation Priorities: Create a prioritized sidewalk master plan and a
corresponding Capital Improvement Plan (CIP). This effort must integrate relevant
elements from the existing transportation plan and the City's ADA Transition Plan.
Evaluate and reset the current CIP for street improvement projects.
Multimodal & Infrastructure Evaluation: Conduct a high-level evaluation of the city's
broader transportation networks-including the roadway system, public transit, bicycle
facilities, pedestrian infrastructure, and freight corridors-with a specific focus on
identifying existing and future right-of-way needs.
Update to the Public Participation Guide: Evaluate the adopted Public Participation
process that is utilized annually to solicit public feedback as it relates to the Transportation
CIP. Provide input on how to better engage the public and collect meaningful feedback as
it relates to Lewiston's transportation needs.
Pavement Preservation Optimization: Evaluate the City's current pavement preservation
program, analyzing how current prioritization methodologies and funding levels align with
long-term infrastructure health and identifying key metrics for ongoing evaluation and
tracking.
Deliverables:
Planning level estimates for recommendations.
Supporting documentation required for a City Council resolution to adopt and officially
identify the future street network.
Final Report - 2027 City of Lewiston Transportation Plan Update appendices.
Sidewalk Master Plan and CIP (as Transportation Plan appendix.)
Any slides or exhibits developed for the presentation of the analysis.

1.3 Project Background Information
The City of Lewiston's transportation system includes the following street classifications and
lengths:
Arterial streets: 25 miles
Collector streets: 36 miles
Local streets: 143 miles
A collection of residential and paved/unpaved alleys.
The City is responsible for maintaining these rights-of-way.
Lewiston's current transportation plan was adopted in 2020, and can be found on the City's
website https://www.cityoflewiston.org/380/Master-Plans. The plan established a new method of
prioritizing capital improvement projects and methods of soliciting public feedback. Much of the
plan remains viable and current.
The focus of the current transportation plan is prioritizing all the capital projects into one master
list. Additionally, the bike and pedestrian facilities have been consolidated into overly broad
projects that don't tell the story of the need for addressing non-motorized transportation facilities
within Lewiston.
The East Lewiston Transportation Network Analysis (ELTNA) will be recommended for adoption
at the July 27, 2026, Lewiston City Council meeting. The ELTNA evaluated the existing network
of East Lewiston as it relates to topography, growth patterns, existing rights-of- way. The
planning process better defined the transportation network's needs and requirements in order to
better guide developers and capital transportation efforts moving forward. The ELTNA is a stand
alone document but some of the findings will need to be incorporated into the Transportation Plan
Update.
1.4 Project Funding
The City estimated a maximum of $250,000 to complete this Transportation Plan Update. Scope
and fee will be negotiated after the selection process.

PART II: GENERAL INFORMATION
2.1 Purpose of the Statement of Qualifications
The purpose of this Statement of Qualifications (SOQ) is to receive submittals from qualified
engineers to provide an update to the 2020 Lewiston Transportation Plan. The primary focus of
the update shall be creating a sidewalk masterplan as an addendum to the original document. The
update shall provide analysis regarding improvements for pedestrian safety, evaluation of
pavement management, and a high-level review of the public engagement process as it relates to
the annual update of the Capital Improvement Plan. This RFQ is requesting SOQs related to
engineering services.
It is the City's intent to move directly from ranking firms based on SOQs, to the development of a
negotiated Scope of Work, Fee, and a boilerplate contract for services (Professional Services
Agreement - Appendix B).
2.2 Content to be Addressed by the Statement of Qualifications
The SOQ shall be limited to 10 pages maximum, not including the cover sheet, cover letter, or
appendices.
The SOQ submitted by interested engineering firms should clearly outline their ability,
experience, and qualifications to complete the work specified in this Request for
Qualifications. The following criteria apply to both the primary engineering firm and
any sub-consultants involved. The SOQ should be organized in the order outlined
below and address each item as detailed:
Introduction: Provide an overview of your company, including its location and a brief
history. Describe how your organization is structured to efficiently undertake projects
of this nature, highlighting any relevant capabilities and resources that will contribute
to the success of the project.
Project Experience: Provide a narrative demonstrating your firm's understanding of the
methodologies, policies, and procedures necessary to successfully complete a project of
this scope. Identify potential challenges that may arise during the project and suggest
solutions to address these obstacles. Firms may include links to relevant documents or
plans that showcase your experience and the effectiveness of your approach in similar
projects. (3 page minimum)
Project Team: Identify the Project Manager who will be responsible for overseeing all
aspects of the project, including execution, cost, quality, work schedule, and ensuring
the necessary personnel and resources are available for successful project completion.
Provide a summary of the Project Manager's education, experience, and qualifications,
particularly those related to managing similar projects. Clarify the Project Manager's
decision-making authority for all aspects of the project. Additionally, identify other key

personnel and briefly describe their roles, duties, and qualifications in relation to this
project.
Project Execution Approach and Schedule: Describe your firm's standard methods for
successfully completing similar projects, outlining your firm's approach to managing
scope, schedule, cost adjustments, and quality control. Include procedures for handling
changes to the project scope or schedule, as well as methods for ensuring the
management of key personnel and sub-consultants. Demonstrate your firm's capacity to
deliver a project schedule that includes key milestones along with the target date of
October 1, 2027 for adoption at City Council such as:
1. The comprehensive sidewalk inventory and ADA integration.
2. Stakeholder engagement, and community feedback loops.
3. Technical evaluations of pavement preservation and multi-modal infrastructure.
4. City staff reviews and formal City Council presentations adoption, and resolution
workflows.
The schedule should follow best industry practices and account for activities by the
City and other participating organizations. Identify any risks or opportunities that could
affect project delivery and provide assumptions, exclusions, or exceptions related to
project scope. Demonstrate your firm's ability to meet the project's time and budget
requirements.
References: Provide three references from U.S. clients for whom your firm has completed
similar work within the past five years. Include the name of the client company, the
contact person currently employed by the client who is familiar with the scope of work
and your firm's performance, as well as their mailing address, email address, and phone
number.
Letter of Transmittal and Certification of Statement of Qualifications: This letter should
include the complete name of firm(s) or person(s) submitting a SOQ, the main office
address(es), primary and secondary contact person(s) and their respective telephone
numbers (including area codes) and email addresses. The letter should have attached the
Certification of Statement of Qualifications (Appendix A).
2.3 Evaluation Process
Note: This is an evaluation of the engineering firm(s)'s qualifications. Do not include costs, or
references to costs in the SOQ.
The evaluation will be based on information provided related to the selection criteria in sections A-
G as follows:
A. SOQ Clarity and Conciseness (rating ___ X 5)
B. Firm's history and capability to perform the services identified above (rating ___ X 10)

C. Relevant project experience (rating ___ X 10)
D. Qualifications of project team members (rating ___ X 10)
E. Capability to meet project time and budget requirements (rating ___ X 20)

G. Project execution and public outreach approach (rating ___ X 25)
Each of the criteria above will be rated 5 (excellent) to 0 (poor or non-responsive) and weighted by
the number in parenthesis for each above. The final rating will be the total of each rating value for
A-G.
The evaluation will be completed by City personnel. The evaluations are at the sole discretion of
the City and the City's decisions in the evaluation process and moving forward with the development
of a contract are final and not open to administrative appeal.
2.4 Conditions of the Contracting Process
The City sets forth the following conditions for the contract of the project:
A. The City will evaluate and rank all conforming Statements of Qualifications (SOQs). The
City, at its sole discretion, may elect to select the most qualified firm directly from the written
SOQs, or may choose to conduct interviews with the top-ranked firms before making a final
selection.
B. The City will begin negotiating a Scope of Work for the project with the top ranked firm. Should
the City be unable to reach agreement on the Scope of Work and cost for the project with the
top-ranked firm, it will proceed to begin negotiations with the 2nd ranked firm, and so on.
C. The City estimates this contract to be approximately $250,000.
D. The City expects that professionals identified in a firm's response to the RFQ will be the same
professionals who will do the majority of the work during the creation of the scope of work,
planning, and review phases of the project.
E. The City expects that the engineer will show substantial experience with transportation network
analysis and planning through challenging topography.
F. The City expects that the project will be adopted by resolution by the City Council no later than
October 1, 2027.
G. The City will maintain oversight of the project through all phases, and will report as required to
the City Council.

2.5 Prime Engineering Firm
It is recognized that several firms may wish to combine their resources in responding to this RFQ.
An SOQ with such a combination is acceptable, provided that the complete SOQ contains all the
required information, and indicates which firm shall be responsible for each of the components that
make up the complete set of services. In addition, there must be a prime engineering firm designated
to perform all implementation and project management activities such as project scheduling and
coordination, communication, issue tracking, service delivery, integration, and implementation. All
ongoing support, maintenance, changes and support contracts for the engineering services must be
coordinated through the prime engineering firm.
It is anticipated that the City will enter into a single contract with the prime engineering firm for the
entire proposed services. The prime engineering firm is unilaterally liable for the success and
ongoing support of the proposed services, regardless of other firm(s) dependencies. Also, the prime
engineering firm must ensure all sub-consultants abide by the rules of any funding agencies.
2.6 Non-Obligation
Receipt of SOQs in response to this RFQ does not obligate the City in any way. The right to accept
or reject any engineering firm shall be exercised solely by the City. The City shall have the right to
waive any defects in the SOQ at its sole option. The City shall retain the right to abandon the
RFQ/SOQ process at any time prior to the actual execution of a contract with a engineering firm,
and the City shall bear no financial or other responsibility in the event of such abandonment.
2.7 Business and Professional Licenses
The successful engineering firm and all sub-consultants are required to hold valid business and
professional licenses and registrations that may be required by the State of Idaho and the City of
Lewiston prior to submittal of the SOQ and such licenses and registrations must be maintained in
current status throughout the term of the agreement for services.
2.8 Insurance
The engineering firm shall obtain, prior to beginning any work under this Contract, and shall
maintain in full force and effect for the term of this Contract, at the engineering firm's expense,
comprehensive general liability and automobile insurance policies for bodily injury, including death,
and property damage, including coverage for owned, hired or non-owned vehicles, as applicable,
for the protection of the engineering firm and the City of Lewiston, its elected and appointed
officials, officers, agents, employees and volunteers as additional insureds. The policies shall be
primary policies, issued by a company authorized to do business in the State of Idaho and providing
general liability coverage in the amounts, at a minimum, required by Laws and Regulations of the
State of Idaho.

The engineering firm and its sub-consultants, if any, are subject to Idaho's Workers' Compensation
Law, which requires all employers that employ subject workers who work under this Contract in the
State of Idaho to comply with Idaho Statute 72 and provide the required workers' compensation
coverage, unless such employers are exempt. The prime engineering firm shall ensure that each of
its sub-consultants, if any, also complies with these requirements.
Successful engineering firms will be required to supply proof of errors and omissions insurance
prior to commencing work on the project.
All policies shall contain provisions to the effect that in the event of payment of any loss or damage
the insurers will have no rights of recovery against any of the insureds or additional insureds.
2.9 Taxes and Fees
The City is exempt from federal excise tax and Idaho sales and use tax and will provide proof upon
written request. If an engineering firm is required to pay any taxes or fees incurred as a result of
doing business with the City, the engineering firm shall be solely responsible for payment of those
taxes or fees.
2.10 SOQs - Public Information
The City will attempt to protect legitimate trade secrets of the engineering firm. Any proprietary
information contained in the engineering firm's SOQ must be clearly designated and shall be labeled
with the words "Proprietary Information." Marking the entire SOQ or any one or more of the major
sections as proprietary will neither be accepted nor honored.
The engineering firm should be aware that the City is required by law to make certain records
available for public inspection with certain exceptions. The engineering firm, by submission of
materials marked proprietary, acknowledges and agrees that the City will have no obligation or
liability to the engineering firm in the event that the City must disclose these materials. All pricing
related materials will be a public record upon completion of this competitive process and the intent
to award has been issued.
2.11 Contract Negotiations
Upon ranking of the engineering firms, contract negotiations shall commence. Contract negotiations
will require the selected engineering firm to proceed with the development of a Scope of Work and
costs for all the components of the project. If any firm fails to provide the necessary Scope of Work
and cost information for negotiations in a timely manner, does not negotiate in good faith, cannot
perform the contract for the project, or cannot reach an agreement on costs and/or scope of work
with the City, the City may cancel negotiations with that engineering firm and commence
negotiations with the next ranked firm. If the City deems there is no engineering firm that is viable,
it will cancel the procurement.
