DPS intends to enter into an agreement with Independent Emergency Services (IES), for up to thirty-six months. The agreement covers selective router enhanced 911 services. Specifically, the agreement covers automatic location identification (ALI) database services; NG911 selective router pairing, legacy selective routers and associated network trunks that are currently in place, re-homing legacy selective router trunks to IES NG911 selective routers; decommission of legacy selective routers; and 911 network adds, moves, changes, and deletes.
IES owns the legacy selective routers, associated legacy 911 trunks, IES NG911 selective router pair, and ALI database. Minnesota emergency call traffic is still directed to these legacy selective routers and the associated legacy 911 trunks. In addition, the selective routers and ALI database are currently used for 911 call routing. No other entity has the ability to undertake the re-homing project and other modifications to the proprietary network of IES. For these reasons, DPS has deemed this to be a single source purchase.
