SECTION 01 11 03
ADVERTISEMENT FOR BIDS
Sealed Bids for construction of the Henson Road Culvert Project addressed to ATTN:
Georgeanna Borrayo, Paradise Irrigation District, 6332 Clark Road, Paradise CA, 95969
will be received until 1:00 p.m., local time, on August 28, 2026. Bids will be opened
immediately thereafter and read aloud.
Bids will be publicly opened, examined, and declared by Paradise Irrigation District
(OWNER) and Water Works Engineers (CONSTRUCTION MANAGER). OWNER will then
consider any subsequent action. Any Bids received after the specified time and date will
not be considered.
This is a public works project located in Paradise, CA in the Paradise Irrigation District's
service area. The Project contemplated consists of the following major components:
1. Mobilization and Demobilization
2. Traffic Control
3. Compliance with Environmental Permitting Requirements
4. Installation and Maintenance of Erosion and Sediment Control Measures
5. Clearing and Grubbing
6. Temporary Dewatering / Water Diversion
7. Demolition
8. Installation of three 36" RCP Culverts
9. Relocation or Abandonment of Existing Water Valve (to be determined in the
field by OWNER)
10. Installation of Base and Subbase
11. Installation of Class III Reinforced Slope Protection (RSP)
12. Installation of Reinforced Concrete Headwalls
13. Installation of Cable Railing
14. Installation of Roadway Signage
15. Project Site Restoration and Closeout
The engineer's estimate for this project is $390,000. All Work shall be substantially
complete in 30 working days. All work shall be completed within 45 working days from
the date established in the Notice to Proceed. Refer to Section 01 14 03, Special Project
Constraints in the Technical Specifications for project constraints.
A mandatory pre-bid meeting is scheduled between OWNER and interested bidders on
August 13, 2026 at 10:00 am. Interested bidders should meet at the Paradise
Irrigation District Board Room, located at 6332 Clark Rd, Paradise, CA 95969, at which
time the project will be reviewed. It is a mandatory requirement that each prime
contractor must have a representative at the pre-bid meeting to be allowed to submit a
bid. Potential sub-contractors and suppliers are not required to attend the pre-bid
meeting but are encouraged to attend.

Bidding Documents include the following:

Bidding Documents and addenda may be obtained at the PID website
(www.pidwater.com/rfp) or the local builder's exchange. Bidding Documents are
provided electronically and free of charge. It is the responsibility of each prospective
bidder to verify the completeness of their printed Bidding Documents before submitting
their Bid and accompanying completed forms. Users are cautioned that OWNER does not
assume any liability or responsibility based on any defective or incomplete copying,
excerpting, scanning, faxing, downloading, or printing of the Bidding Documents.
Be advised that the information contained on PID's website and the Builder's Exchange
may change without notice to prospective bidders. It is the responsibility of each
prospective bidder to check daily through the close of bids for any applicable addenda or
updates to the bidding documents.
Submit all bidder's questions in writing to Colleen Boak, PE, CONSTRUCTION MANAGER
(colleenb@wwengineers.com). Last day to submit questions is August 20, 2026 by
5:00pm. All questions will be answered by August 25, 2026.
The Work under these Bidding Documents may be funded by Federal Emergency
Management Public Assistance Program Funds. The general Federal prevailing rate of per
diem wages, holidays, and overtime work for each craft, classification, or type of
workmen needed to execute the contract are established by the Secretary of Labor in
accordance with the Davis-Bacon Act and can be found online at http://www.sam.gov.
Contractors shall not pay wages less often than once per week. The successful Bidder
agrees upon execution of this Agreement to post a copy of the wage rates at the project
site.
This project is subject to "Use of American Iron and Steel" provisions of the
"Consolidated Appropriations Act, 2014," H.R. 3547, Title IV.
Each Bid must be submitted on the prescribed Bid Form and accompanied by Bid
security as prescribed in the Instructions to Bidders, payable to the OWNER in an
amount not less than 10 percent of the amount Bid.
The Successful Bidder will be required to furnish the additional Bond(s) prescribed in the
Bidding Documents.
In order to Bid and perform public work, the Bidder and Subcontractors shall hold or
obtain such licenses as required by State Statutes, and federal and local Laws and
Regulations. Bids will be accepted only from Bidders holding a Class A California
Contractors' License.

SECTION 00 21 13
INSTRUCTIONS TO BIDDERS
PART 1 - DEFINED TERMS
Terms used in these Instructions to Bidders have the meanings assigned to them in
the General Conditions.
Certain additional terms used in the Bidding Documents have the meanings indicated
below which are applicable to both the singular and plural thereof.
1.1 Bidder-one who submits a Bid to OWNER as distinct from a subbidder, who
submits a Bid to a Bidder.
1.2 Apparent Low Bidder-that Bidder whose Bids as offered in the Bid Form
represents the lowest total as determined by the Base Bid.
1.3 Bid: - Offer of price for all Lump Sum and Unit Price Work.
1.4 Successful Bidder-lowest, responsible and responsive Bidder to whom OWNER
(on the basis of OWNER's evaluation as hereinafter provided) makes an award.
PART 2 - BIDDING DOCUMENTS
2.1 The Bidding Documents consist of the following volumes:
* Volume 1 - Bid Requirements and Specifications
* Volume 2 - Drawings
2.2 Complete sets of Bidding Documents obtained from www.pidwater.com or
Valley Contractor's Exchange be used in preparing Bids. Neither OWNER nor
ENGINEER assume any responsibility for errors or misinterpretations resulting from
use of incomplete sets of Bidding Documents.
2.3 The Drawings included in the Bidding Documents are the original drawings.
2.4 Bidding Documents made available on the above terms are only for the purpose
of obtaining Bids for the Work and shall not be used for any other purpose.

PART 3 - QUALIFICATIONS OF BIDDERS
3.1 To demonstrate qualifications to perform the Work, each Bidder must be
prepared to submit within 5 days after Bid opening and upon OWNER's written
request evidence, such as financial data, previous experience, present commitments,
and other such data as may be called for below. Each Bid must contain evidence of
Bidder's qualification to do business in the state where the Project is located or
covenant to obtain such qualification prior to contract award.
3.2 Nothing indicated herein will prejudice OWNER's right to seek additional
pertinent information as is provided in Article AWARD OF CONTRACT.
PART 4 - LICENSE REQUIREMENTS
4.1 The classification of Contractor's License a Bidder must hold to be eligible for an
award of a contract for the Work is listed in the Advertisement for Bids.
PART 5 - EXAMINATION OF CONTRACT DOCUMENTS AND SITE
5.1 It is each Bidder's responsibility, before submitting a Bid, to:
5.1.1 Examine thoroughly the Bidding Documents and other related data
identified in the Bidding Documents (including "technical data" referred to
below).
5.1.2 Inspect the site to become familiar with and satisfy Bidder as to the
general, local, and site conditions that may affect cost, progress, performance,
or furnishing of the Work.
5.1.3 Consider federal, state, and local Laws and Regulations that may affect
cost, progress, performance, or furnishing of the Work.
5.1.4 Study and carefully correlate Bidder's knowledge and observations
with the Bidding Documents and such other related data.
5.1.5 Promptly notify OWNER of all conflicts, errors, ambiguities, or
discrepancies which Bidder has discovered in or between the Bidding
Documents and such other related documents.
5.2 Reference is made to the Supplementary Conditions for identification of:

5.2.1 Those reports, if any, of explorations and tests of subsurface
conditions at the site which have been utilized by ENGINEER in preparation of
the Bidding Documents.
5.2.2 Those drawings, if any, of physical conditions in or relating to existing
surface and subsurface structures (except Underground Facilities) which are at
or contiguous to the site which have been utilized by ENGINEER in preparation
of the Bidding Documents.
Copies of such reports and drawings, if applicable, that are not included with
the Bidding Documents may be examined at the office of OWNER or ENGINEER
during regular business hours.
5.3 Provisions concerning responsibilities for the adequacy of data furnished to
prospective Bidders on subsurface conditions, other physical conditions and
Underground Facilities, and possible changes in the Contract Documents due to
differing or unanticipated conditions appear in paragraphs 4.02 and 4.03 of the
General Conditions.
5.4 Before submitting a Bid, each Bidder will be responsible to make or obtain such
additional or supplementary examinations, investigations, explorations, tests, studies,
and data concerning conditions (surface, subsurface, and Underground Facilities) at or
contiguous to the site or otherwise and which may affect cost, progress, performance,
or furnishings of the Work and which Bidder deems necessary to determine its Bid.
5.5 On request, OWNER will provide each Bidder access to the site to conduct such
examinations, investigations, explorations, tests, and studies as each Bidder deems
necessary for submission of a Bid. Bidder shall fill all holes and clean up and restore
the site to its former condition upon completion of such explorations, investigations,
tests, and studies.
5.6 Reference is made to the General Conditions for identification of the general
nature of work that is to be performed at the site by OWNER or others and that
relates to Work for which a Bid is to be submitted. On request, OWNER will provide to
each Bidder, for examination, access to or copies of contract documents (other than
portions thereof related to price) for such work by others.
5.7 The submission of a Bid will constitute an incontrovertible representation by
Bidder that Bidder has complied with every requirement of this article; that without
exception the Bid is premised upon performing and furnishing the Work required by
the Bidding Documents and applying the specific means, methods, techniques,
sequences, or procedures of construction (if any) that may be shown or indicated or
expressly required by the Bidding Documents; that Bidder has given ENGINEER
written notice of all conflicts, errors, ambiguities, and discrepancies that Bidder has
discovered in the Bidding Documents, and the written resolution thereof by ENGINEER
is acceptable to Bidder; and that the Bidding Documents are generally sufficient to
indicate and convey understanding of all terms and conditions for performing and
furnishing the Work and for preparing the Bid.

PART 6 - INTERPRETATIONS AND ADDENDA
6.1 All questions about the meaning or intent of the Bidding Documents are to be
directed to OWNER in writing. Interpretations or clarifications considered necessary by
OWNER in response to such questions will be issued by Addenda posted in the same
locations as the Bidding Documents. Only questions answered by Addenda will be
binding. Oral and other interpretations or clarifications will be without legal effect.
6.2 Addenda may also be issued to modify the Bidding Documents as deemed
advisable by OWNER or ENGINEER.
PART 7 - BID SECURITY
7.1 Each Bid must be accompanied by Bid security made payable to OWNER in an
amount of 10 percent of Bidder's maximum Bid price and in the form of a certified or
cashier check or completed Section 00 43 03, Bid Bond, issued by a surety meeting
the requirements of paragraph 5.01 and 5.02 of the General Conditions.
7.2 Each bid must be accompanied by a power-of-attorney for the Surety's agent to
execute the Bid Bond.
7.3 The Bid security of Successful Bidder will be retained until such Bidder has
executed the Agreement, furnished the required Performance and Payment Bond(s),
certificates of insurance, and met the other conditions of the Bidding Documents. If
the Successful Bidder fails to sign and deliver the Agreement and furnish the required
Bond(s) and certificates of insurance within the time period specified in Article
EXECUTION OF AGREEMENT, OWNER may annul the award and the Bid security of
that Bidder will be forfeited. The Bid security of other Bidders whom OWNER believes
to have a reasonable chance of receiving the award may be retained by OWNER until
the earlier of the 10th day after the execution of the Agreement by the Successful
Bidder or the rejection of all Bids by OWNER. Bid security submitted with Bids which
are not competitive will be returned within 15 days after the Bid opening.
PART 8 - CONTRACT TIMES
8.1 Contract Times are set forth in the Agreement Form section 4.01.
