NOTICE OF SINGLE SOURCE TO THE PUBLIC
Shelby County Government has identified a single source purchase for the goods/services as
listed below. This notice is not a request for bid, proposal, or qualifications.
Single Source Americal Disability Act (ADA) Compliance Tools
The identified vendor will:
The ADA requires equal access for individuals with disabilities. ITS focuses on digital
accessibility in compliance with WCAG 2.1 Level AA, which is the required standard for state
and local government websites and mobile apps.
Related to this effort:
Shelby County is requesting quotes for ADA Compliance Licenses/subscription for 20
Micro, 4 Growth, and 1 Scalable website developed internally by Shelby County
Information Technology Services.
We require that these licenses be transferred between similar traffic domains as needed,
or that you provide API access to switch domains at any time.
The Tool/License should adhere to WCAG 2.1 AA compliance, compatibility with
assistive technologies, and inclusive access to key services.
Automated tools should detect issues like missing alt-text and poor contrast.
Provide compliance reports if required.
Subscriptions/Licenses should be renewed annually.
Procurement Timing/Deadlines:
1. Services to be rendered beginning April 23, 2026.
If you have the capacity/expertise and are interested in providing the Goods or Services detailed

sherry.money@shelbycountytn.gov..
In accordance with Shelby County’s Purchasing policy, notice of single source will be posted on
the County’s website for seven (7) days prior to award.
Notice expires on April 21, 2026 at 2:30 p.m.
