INVITATION TO BID
2026 HOT MIX ASPHALT (BITUMINOUS) FOR PATCHING
BID NUMBER: 26-AA11
BID OPENING: Friday, March 6, 2026 at 2:00 PM CT
The City requests sealed bids for approximately 5,500 tons of bituminous mixtures (see items 1 and 2 of
the specification) for pothole and utility patching.
ADDITIONAL INFORMATION: All quantities are estimates only and are not guaranteed purchase
quantities.
Plant locations(s) including address(s) and contact information must be provided, as the cost for travel time
and distance from city to plant will be considered in determining the lowest responsible bidder and/or split
award. City reserves the right to split the award based on total cost including pick up from the eastern and
western regions of the City.
Bidders to supply a Mixture Design Report (MDR) either with their bid or after the bid opening.
Plants must be operational one (1) week after season load limits are lifted in the MN Department of
Transportation (MNDoT) North Zone. If this timeframe cannot be met, the plant(s) must email the City of
Duluth no later than the day the seasonal load limits are lifted and provide the expected opening date.
Plants must be open and capable of supplying at least one of the two materials listed in the specifications
document to the City of Duluth at least one day per week, excluding Saturday, Sunday and federal holidays.
Mix will be tested for compliance in accordance with MN Department of Transportation specifications. Any
load not meeting specifications will be returned or credited at no cost to the city, along with the cost of
sampling and testing.

INSTRUCTIONS TO BIDDERS
All bids must be submitted electronically through Bid Express® at www.bidexpress.com.
Bids will be received until 2:00 PM central time on the date listed above. E-MAIL BIDS WILL NOT BE
ACCEPTED. The City Purchasing Agent or her designee will conduct a public bid opening immediately after
the deadline for receiving bids. Bidders may view the opening by going to the Purchasing web page
(https://www.duluthmn.gov/bids-request-for-proposals/) and selecting the appropriate link.
The City of Duluth reserves the right to split the award where there is a substantial savings to the City, to
waive informalities and to reject any and all bids. Do not include sales tax in the unit price. Price may not
be the only consideration for bid award. Bids must be firm for a minimum of 30 days.
