Overview
The City of Pasadena is seeking a qualified consultant to provide construction management including on-site inspection services, and construction materials testing for the Holly Street Bridge Seismic Retrofit and Rehabilitation Project. This project is federally funded through the Highway Bridge Program (HBP) administered by California Department of Transportation (Caltrans). Services to be provided shall adhere to the federal requirements. The selected Consultant will be required to oversee and manage all construction activities related to the project, supporting the day-to-day operations of City staff.
The Holly Street Bridge spans the Arroyo Seco Flood Control Channel, the Arroyo Seco Trail, and North Arroyo Boulevard. The structure is located southeast of the intersection of Linda Vista Avenue and Holly Street. Constructed in 1925, the concrete arch-deck bridge measures approximately 45 feet in width and 400 feet in length. It accommodates two vehicular travel lanes, one in each direction, as well as sidewalks on each side with no physical barrier between pedestrian and vehicular traffic.
According to the 2024 Los Angeles County Bridge Inspection Report, the structure has a sufficiency rating of 32.6 and is classified as structurally deficient, indicating that rehabilitation is required. The primary design components to be implemented as part of the seismic retrofit and rehabilitation project include but are not limited to the following:
-
polyester concrete overlay deck treatment
-
spalled concrete repair
-
rehabilitation of bridge girders with exposed rebars
-
in-kind replacement of spandrel columns with carbon fiber wrapped polymer
-
Americans with Disability Act (ADA) improvements at the intersection of Linda Vista Avenue and Holly Street intersection
The project is federally funded by Federal Highway Administration (FHWA) through the Highway Bridge Program (HBP) and administered by the California Department of Transportation (Caltrans). The Contractor is required to comply with all applicable federal, state, and local laws, regulations, and requirements associated with federally funded projects.
Project must be complete prior to 2028 Summer Olympics.
