Sealed bids are invited for the construction of DMV â Customer Service Center Norfolk, Military Circle Sewer Lateral Repair Project at 5745 Poplar Hall Drive, Norfolk, VA 23502.The project is generally described as repair and replacement of significant defects that are causing re-occurring maintenance issues. Work will include replacement of the sanitation lines from the facility to the main. A mandatory pre-proposal conference will be held at 10:00AM on February 19, 2026, at DMV Customer Service Center, 5745 Poplar Hall Drive, Norfolk, VA 23502. All bids shall be submitted electronically through eVA only www.eVA.virginia.gov.
