1. Introduction and Invitation
The City of Balch Springs is soliciting proposals from qualified and experienced
firms to provide an integrated security solution that includes security cameras,
facility monitoring, door access control, and security gate systems. The City is
also seeking proposals that incorporate RFID-based access technologies,
including compatibility with Texas Toll Tag or equivalent RFID systems, where
applicable.
The purpose of this RFP is to identify partners that can design, furnish, install,
integrate, and support modern, scalable, and secure systems that enhance
safety, operational oversight, and access control across City facilities.
Modular and Independent Proposals
Vendors may submit proposals that address all components of this RFP or
proposals that address individual scopes of service. Vendors may propose
solutions for one or more of the following categories:
i. Security camera systems
ii. Centralized monitoring and command solutions
iii. Door access control systems
iv. Gate and RFID solutions
v. System integration and ongoing support
The City reserves the right to award one or multiple contracts, to combine or
separate scopes of work, to phase implementation, and to select different vendors
for different components if determined to be in the City’s best interest.
2. Background
The City of Balch Springs operates multiple municipal facilities and service
locations that require enhanced security, access management, and monitoring
capabilities. The City intends to implement a unified security infrastructure that
supports real-time monitoring, recorded surveillance, and controlled access
across City operations.
Overview of Current Environment
The City currently maintains security cameras at several municipal locations. In
2025, the City completed a camera replacement project at the Municipal Court
facility to modernize that system. While these improvements addressed localized
needs, the City does not yet have a fully unified, standardized, or centrally
managed security platform across all facilities. Existing systems vary by location,
age, and capability.
This RFP is intended to support the transition from fragmented systems to a
coordinated, scalable, Citywide security and access ecosystem.
Current estimated scope includes:
Approximately nine City facilities
At least three operational yards
Approximately 200 - 300 access-controlled doors
Multiple exterior access points and gated areas
The selected vendor will be expected to provide a comprehensive, end to end
solution including assessment, system design, equipment procurement,
installation, testing, training, and ongoing support.
3. Project Objectives
The City’s objectives include, but are not limited to:
Improve safety and security across City facilities
Establish centralized monitoring and management capabilities
Implement secure, flexible door access control
Deploy intelligent gate systems with RFID-based credentialing
Support future expansion and integration
Ensure compliance with applicable laws, cybersecurity standards, and
public sector best practices
4. Scope of Services
Proposals should address, at a minimum, the following components.

c. Fixed, PTZ, and specialty cameras as appropriate
d. Motion detection and intelligent analytics options
e. Secure video storage options, cloud, on-premise, or hybrid

i. Integration with access control and alarm systems
B. Facility Monitoring and Command Capabilities
a. Centralized monitoring platform
b. Dedicated monitoring workstations and wall display options
c. Multi-screen viewing and alert dashboards

e. Health monitoring of devices and network

7. Evaluation Criteria and Grading Scale
Proposals will be evaluated using a structured scoring process. The City
intends to conduct an initial proposal review, vendor presentations, site
walkthroughs for top vendors, and a best and final proposal process prior to
award.
A. Evaluation Process
a. Initial review of written proposals for completeness and
responsiveness
b. Shortlisted vendors will be invited to a formal meeting to review
their proposal, provide a presentation, and respond to questions
c. The top three ranked vendors will be invited to conduct site
walkthroughs
d. Invited vendors will submit a Best and Final Proposal (BAFO)
