MQ-4C Avionics Accessory Sets

The Naval Air Warfare Center Aircraft Division (NAWCAD), Lakehurst intends to award, on the basis of a limited competition between the Original Equipment Manufacturer (OEM) (Integrated Consultants Inc.) and its authorized distributor, Northrop Grumman Corporation, a contract for the following Avionics Accessory Sets in support of the United States Navy and Royal Australian Air Force MQ-4C Triton Unmanned Air Systems (UAS):

P/N B003310G05014-000, 0001 Ethernet Accessory Set, UA

P/N B003310G05027-0001, Ethernet Accessory Set, MCS

P/N B003310G05028-0001, 1553 Data Bus Accessory Set, MCS

The accessory sets will be used to troubleshoot 1553 Data Bus and Ethernet systems on the MQ-4C UAS and mission control systems, and are the only Support Equipment identified capable of completing designated aircraft maintenance. There are no other accessory sets that can be sourced to meet this requirement, as the required accessory sets were developed specifically for the MQ-4C Triton UAS and interoperability is necessary. The OEM, ICI, is the designer, developer, and manufacturer of the 1553 AV, UA/MCS, and 1553 MCS. The Government does not own the rights to the drawings and technical data package to support a competitive acquisition.

A Sources Sought notice for this requirement was posted under N6833524R0175. This acquisition is being pursued on a limited competition basis under the statutory authority 10 U.S.C. 3204(a)(1), as implemented by FAR 6.302-1, Only one responsible source and no other suppliers or services will satisfy agency requirements. Therefore, a solicitation will not be available for this procurement.

THIS NOTICE OF INTENT IS NOT A REQUEST FOR COMPETITIVE PROPOSALS. However, the Government will consider all responses received within 15 calendar days after the date of publication of the synopsis. A determination by the Government not to open the requirement to competition based upon responses to this notice is solely within the discretion of the Government. Information received as a result of this notice of intent will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
