NOTICE OF INTENT TO SOLE SOURCE
The US Section International Boundary and Water Commission (USIBWC), Acquisition Division, located at 4191 North Mesa Street, El Paso, TX 79902 is issuing this Notice of Intent (NOI) to inform industry contractors of the Government’s intent to execute a Sole Source Award under FAR Part 13 – Simplified Acquisition Procedures (SAP), specifically FAR Subpart 13.5 – Simplified Procedures for Certain Commercial Items.

This procurement is being conducted using commercial item procedures pursuant to FAR Part 12 and FAR Part 13, specifically FAR Subpart 13.106-1(b)(1)(i), which allows the Contracting Officer (CO) to solicit from one source due to (Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements – FAR 6.302-1)
The USIBWC intends to procure specialized GTAS (Governmentwide Treasury Account Symbol) Reporting Services Support for monthly financial data preparation and submission to the Department of Treasury. IBWC is a standalone reporting entity operating under the policy oversight of the Department of State (DoS) and is required to submit GTAS bulk uploads independently. However, its financial data is derived from DoS systems, including GFMS and proprietary SF-132 reporting structures.
The selected contractor will provide services including trial balance attribute mapping, development of a pre-validation tool compatible with Treasury edit rules, preparation of GTAS-compliant upload files, and training for IBWC finance personnel. The contractor must have secure and authorized access to internal Department of State systems and demonstrated knowledge of the GTAS submission process, validation rules, and data architecture. Sikich LLP is the only known source capable of performing these services due to their unique access, prior engagement with IBWC, and familiarity with both GTAS and Department of State financial systems.
The North American Industry Classification System (NAICS) for this requirement is, 541219 – Other Accounting Services (Size Standard: $30.0 million) with a Product of Service Code of R703 – Support: Accounting.
This notice of intent is neither a formal solicitation nor a request for competitive proposals. No solicitation document is available and telephone requests will not be honored. No award will be made based on unsolicited quotations or offers received in response to this notice. Any response to this notice must show clear, compelling, and convincing evidence that competition will be advantageous to the Government. The intent of this synopsis is for informational purposes only. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. A determination by the Government not to compete this action based on this notice is solely within the discretion of the Government.

A determination by the Government not to compete this proposed procurement based on the responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. All interested parties who are responsible, capable may identify their interest and may submit an offer or quotation which shall be considered by the agency no later than 2:00 PM Mountain Standard Time (MST) on July 25, 2025 to Suzette Smith at suzette.smith@ibwc.gov. SOW Synopsis
The U.S. Section of the International Boundary and Water Commission (USIBWC) requires specialized support services to facilitate accurate, timely, and compliant reporting to the U.S. Department of the Treasury’s Governmentwide Treasury Account Symbol Adjusted Trial Balance System (GTAS). As a standalone reporting entity under the oversight of the Department of State (DoS), IBWC must prepare and submit monthly GTAS bulk uploads that meet strict Treasury validation and formatting standards. These uploads are based on financial data derived from internal DoS systems, including GFMS and SF-132 reports.
The scope of work includes:
The contractor must have secure access to DoS financial systems, expert knowledge of Treasury GTAS protocols, and the ability to operate within IBWC’s secure IT environment. Deliverables include SOPs, validation tools, monthly upload files, and training sessions. The period of performance spans approximately five months, aligned with the agency’s GTAS reporting cycle.
