Notes	STEP 1: QUALIFICATIONS (ALL PROPOSING VENDORS MUST SUBMIT FOR BOTH STEP 1 AND STEP 2) SEE SEPARATE ELECTRONIC BID OUTLINING STEP 1 STEP 2 PUBLISHED HEREIN (NO LATER THAN FRIDAY, 3/2 0/2026). Failure of Proposer to submit both Step 1 and Step 2 prior to each Step deadline will result in disqualification of Proposer. Nature of Project: 1. General Information. The Wichita Falls Independent School District, (“WFISD”) (hereafter called the "Owner") will receive Competitive sealed Proposals for: Public Work - Exterior Painting of Booker T Washington Elementary (aka "Booker T Exterior Paint") hereafter called the "Project" in accordance with the Specifications and other Contract Documents outlined herein. This is a “turn-key” Project. All permits, materials, labor, tools and equipment necessary to complete the Project must be included. This request for Competitive Sealed Proposals (“CSP”) Step 1 and Step 2 to select a General Contractor or Vendor for the Project as provided by Chapter 2269, Subchapter D of the Texas Government Code. The CSP provides the information necessary to prepare and submit Competitive Sealed Proposals for consideration and ranking by the Owner. The Owner may select the Proposal that offers the “best value” for the District based on the published selection criteria and weight of criteria, and on its ranking evaluation. As indicated herein, factors other than price will be considered in making this determination. The Owner may first attempt to negotiate a contract with the highest ranked Proposer. The Owner may discuss with the selected Proposer options for a scope or time modification and any price revisions associated with the modification. If the board is unable to reach a contract with the selected Proposer, the Owner may formally end negotiations with that Proposer and proceed to the next ranked Proposer in the order of the selection ranking until a contract is reached or all proposals are rejected. 2. Project Description and Scope. WFISD is planning an exterior window panel painting project at the existing Booker T Washington Elementary Campus over the summer of 2026. This project includes the following components: A. Surface prep of subject areas, including power washing the subject areas. B. Minor repairs, as needed (caulking and general maintenance to prepare the surface for adherence of the paint). C. Replacement of deteriorated window covering panels. C. Taping of the painted areas D. Painting of the subject areas with the appropriate type of specialized paint, in a color selected by WFISD, on all exterior window panels. E. Removal of taping and general cleanup of the work areas. 3. Points-of-Contact. a. The Owner designates the following person, as its District representative with regard to this RFP/CSP. The Owner designates the following persons, as its representative regarding the work to be completed: Chris Fain, WFISD Director of Maintenance Contact information will be provided after the vendor award is complete. Vendor(s) shall restrict its contact with the Owner and direct all questions regarding this RFP, including questions regarding terms and conditions and specifications, through the Q&A function within this electronic bidding system, or to purchasing@wfisd.net (all inquiries will be published in the electronic bid). Do not contact members of the Board of Trustees or any other employee or representative of WFISD. Prohibited contact after issuance of this RFP/CSP and before a contract is finalized, may result in disqualification of submitted proposal. 4. Project Planning Schedule. The Owner desires to select a General Contractor/Vendor that can provide dependable, high-quality services and a substantially complete the Project by the following date: Substantial Completion: July 15, 2026. Form of Proposals: 1. To achieve a uniform review process and obtain the maximum degree of comparability, it is preferred that proposals be submitted via this electronic bidding platform. If submitting electronically, DO NOT submit any portion of the response by hardcopy unless otherwise explicitly outlined herein. However, WFISD is legally required to accept complete hardcopy proposals, for which all electronic requirements must be present in the hardcopy proposal, with THREE (3) sets provided AND a thumb-drive of all requirements fulfilled (and organized in the manner specified) in the hardcopy submission and the thumb-drive submission. Missing documents, missing portions of documents, missing requirements, or any missing or incomplete information will be grounds for rejection of Proposal. Hardcopy proposals must be delivered at the time stated herein, in a sealed opaque envelope plainly marked: Competitive Sealed Proposal: “Booker T Washington Exterior Paint” for Wichita Falls I.S.D. RFP 2526-26-S-27” and bearing the name and address of the Proposer. Hardcopy proposal must include ONE (1) original (marked "ORIGINAL") and TWO (2) copies (marked "COPY") of the complete proposal and all requirements. Risk of on-time delivery is that of the Proposer. VENDOR SUBMISSION MUST BE EITHER THROUGH THIS ELECTRONIC PLATFORM OR BY HARDCOPY. DO NOT COMBINE PARTS OF ELECTRONIC AND HARDCOPY. IF THE SUBMISSION IS COMPLETED ELECTRONICALLY ON THIS PLATFORM, ANY SUBMITTED HARDCOPY PORTION WILL NOT BE VIEWED. 2. At the time stated herein, the Vendor Proposal (electronic OR hardcopy) will be opened, and the names of each Proposer read aloud. Proposals received after the deadline will not be accepted and will be returned unopened to the Proposer (rejected electronic proposals will be marked "disqualified"). Faxed or emailed responses will not be considered. By submitting a response, Vendor certifies to the best of his/her knowledge that all information is true and correct. Scanned signatures are acceptable where PDF files are requested. Electronic OR hardcopy responses must be submitted on the forms provided. Only responses received by the date and time specified will be considered. Submitted Vendor Pricing is firm unless pricing change(s) are accepted in writing by WFISD. All WFISD purchases must be prefaced by a District-issued approved Purchase Order issued by WFISD Purchasing Department.
