INVITATION TO BID
On-Call Emergency Water & Sanitary Sewer
Repair Services
The Village of Fox Lake is soliciting proposals from qualified contractors for a 3-year on-call contractor
roster for emergency water and sanitary sewer repair services for the Sewer and Water Department. The
Village intends to select up to three (3) qualified contractors to provide emergency repair services on an
as-needed, work order basis. Services may be required during normal business hours as well as evening,
weekends, and holidays. It will be the responsibility of the Contractor to measure, inspect and verify the
project areas.

Addenda, if any, will be issued by the Village and posted on the Village’s website on Friday, March 13,
2026, by 3PM. It is the responsibility of each proposer to check for addenda prior to submission.
RESERVATION OF RIGHTS
The Village of Fox Lake reserves the right to:
Reject any or all proposals
Waive informalities or technicalities
Request clarification from proposers
Conduct interviews
Negotiate contract terms
Award contracts in the best interest of the Village
This RFP does not commit the Village to award any contract or to pay any costs incurred in preparation of
proposals.
INTRODUCTION & BACKGROUND
The Village of Fox Lake operates and maintains municipal water distribution and sanitary sewer
collection systems serving residents and businesses within the Village limits.
The Village seeks qualified contractors capable of providing rapid response, skilled labor, and
appropriate equipment for emergency repairs and related construction services involving water mains,
sanitary sewer mains, service laterals, valves, hydrants, manholes, and related infrastructure.
The intent of this Request for Proposals (RFP) is to establish a roster of qualified contractors who may be
issued emergency work orders for specific assignments that are unable to be completed in-house, over a
three (3) year period.
No minimum volume of work is guaranteed.
TERM OF CONTRACT
The initial contract term shall be for three (3) years from May 1, 2026 until April 30, 2029, subject to
annual budget appropriation and satisfactory performance.
The Village reserves the right to terminate the contract at any time for convenience or for cause.
SCOPE OF SERVICES
Services may include, but are not limited to:
Routine Repair Services
Repair of water mains, valves, hydrants, and service laterals
Repair of sanitary sewer mains and laterals
Installation or replacement of valves, hydrants, and manholes
Pavement restoration (asphalt or concrete)
Dewatering and bypass pumping
Excavation and backfill
Site restoration and cleanup
Routine work generally occurs during normal business hours (7:00 a.m. 3:30 p.m., Monday through
Friday).
Work will commence only after approval by the Sewer and Water Supervisor, or Director of Public Works.
Emergency Services
Emergency services may include:
Water main breaks
Sanitary sewer collapses or blockages
Damaged hydrants
Service line failures
Infrastructure failures requiring immediate response
Emergency services may be required 24 hours per day, 7 days per week, including holidays.
Contractors must be able to mobilize to the job site within two (2) hours of notification by the Village.
Emergency work may be performed on a time and materials basis without a prior written quote when
immediate action is required to protect public health and safety.

Complete Appendix A Fee Proposal Sheet.
SELECTION CRITERIA
Proposals will be evaluated based on:
1. Qualifications and experience
2. Ability to provide emergency response
3. Work plan and approach
4. Fee proposal
5. Past performance and references
The Village may interview one or more proposers prior to final selection.
COMPENSATION
Contractors shall be compensated based on:
Approved hourly labor rates
Approved equipment rates
Material costs plus markup (not to exceed 15%)
Task Order pricing
Rates shall remain firm for the first year of the contract. Annual adjustments may be negotiated
thereafter, on May 1.

including, but not limited to:
Illinois Municipal Code (50 ILCS 510/)
Prevailing Wage Act (820 ILCS 130/)
Public Construction Bond Act (30 ILCS 550/)
Illinois Human Rights Act (775 ILCS 5/2-105)
