Progressive Design Build for New Emergency Operation Center

The County of Orange (“County”) is soliciting Statement of Qualifications (“SOQ”) from qualified firms (“Respondents”) to provide design and construction services for Progressive Design Build for New Emergency Operation Center . Statements of Qualifications are due before 2:00 pm on Thursday, July 30, 2026 . Selected Respondents will be invited to participate in the next step of this solicitation process.

All questions regarding this RFQ must be submitted via the County's OpenGov Procurement portal and received no later than the due date for questions indicated in the Proposed Time Schedule. Questions received after the due date or submitted in any manner other than through the County's OpenGov Procurement portal will not be considered. Responses to submitted questions will be provided by the County to all accounts following this project on OpenGov Procurement and may accompany a formal addendum to the RFQ. Verbal clarifications or responses will not be considered binding.

The proposed schedule is subject to change. Any changes to the schedule for the RFQ process will be issued to all Respondents via addenda.

The existing Orange County Emergency Operations Center is located at Loma Ridge, housed in an older facility that no longer meets modern performance, resiliency, or operational requirements. To improve emergency preparedness and ensure continuity of operations during disasters, the County is relocating EOC functions to the OCSD facility at 1382 Bell Avenue in Tustin, which underwent seismic upgrades in 2022.
