Overview

Summary

The work under this project consists of the reconstruction of Westminster Avenue and approximately 200 linear feet of Kimball Terrace/East End Avenue. The work includes removal of unsuitable or poor-quality soils, installation of improved roadway, pavement sections, and neighborhood improvements such as ADA-compliant ramps, sidewalks, and driveway aprons.

In order to be considered for award, all prospective bidders shall be pre-qualified with the Virginia Department of Transportation in accordance with Section 102.01 of VDOT’s 2020 Road and Bridge Specifications. Information regarding VDOT prequalification can be found at http://www.virginiadot.org/business/const/prequal.asp .

Background

All Requests for Information (RFIs) shall be submitted no later than Wednesday, July 29, 2026 4:00 pm through the Questions portal at https://procurement.opengov.com/portal/norfolk/projects/279275 . Any RFI submitted after this date cannot be guaranteed a response by the City.
