GARDEN CITY LEGAL SERVICES
Submittal Due:
10:00 AM Local Time, Monday April 13, 2026 for the public opening for this
RFQ. Proposals will be opened and names of submitted proposals will be
recorded at that time.
Late Proposals:
Any proposal received by the City after the exact time and date specified will
not be considered. Proposers are responsible to assure delivery prior to the
deadline. Do not assume that a guarantee by a mailing service will ensure that
the proposal is received by the deadline.
Required Submittal:
Twelve (12) bound copies of the proposal are to be submitted for evaluation
by the City in accordance with the instructions in this proposal. No faxed or
electronic submittals will be accepted. Qualification requirements and fee
proposals shall be sealed in the envelope. The qualification proposal shall be
labeled on the outside “Garden City – Legal Services.” The envelope shall be
marked on the outside with the name and address of the RFQ Respondent.

Withdrawal of Proposals: Proposals may be withdrawn by written notice received at any time prior to
the proposal closing date and time. Proposals may also be withdrawn in person by an officer or by a
representative of the firm.
Inquiries: Questions/clarifications regarding this RFP must be in writing and sent via the U.S. Mail, Fax,
or e-mail to the City Manager three (3) days before the proposal is due. After this date questions
involving the content or intent of the proposal will not be answered. All questions will be responded to
in writing, provided to all parties via a posting of an addendum on Bidnet Direct and City of Garden
Website, and treated as an addendum to the proposal packet.

Proposer Responsibility: Interested proposers have the responsibility of understanding what is required
by this solicitation. The City shall not be held responsible for any firm’s lack of understanding. The City
shall not be liable for any costs incurred to prepare or submit a proposal for this project.
Non-Discrimination Statement: The City of Garden City does not discriminate on the basis of race, color,
religion, age, marital or veterans’ status, sex, national origin, disability, or any other legally protected
status in the admission or access to, or treatment or employment in, its services, programs or activities.
Right to Reject Proposals and Negotiate Contract Terms: The contract may be awarded to the most
responsible firm whose proposal will be, on an overall basis, the most advantageous to the City of
Garden City. Qualifications, experience, performance, and cost factors will be considered as elements of
a responsible proposal at the sole discretion of the City of Garden City. Cost alone shall not alone be the
determining factor however, a factor in the decision process. The City’s decision shall be final and not
subject to recourse by any firm, person, or corporation. The City of Garden City reserves the right to
reject any and all proposals and/or waive non-substantive deficiencies. No contract shall be in effect
until the City approves the agreement and the City executes a signed contract agreement.
Lobbying: Vendors are not to contact the City staff or Board, Mayor, other elected and appointed
officials, or the review committee. Any lobbying by vendors during the RFQ process will result in
disqualification from consideration.
DESCRIPTION OF SERVICES REQUESTED: The City of Garden City is seeking proposals from qualified law
firms and individual attorneys wishing to provide legal services to the City.
The Legal Services sought include the specialized legal services needed by a Michigan Municipal
Corporation. The Attorney is a contract position. The City of Garden City is approximately 5.86 sq mi
and as of the 2020 Census has a population of 27,380. A City Manager handles the day-to-day
operations of government and the City of has a weak-mayor form of mayor-council government with an
elected mayor and six member City Council.
SCOPE OF SERVICES
Legal services to be performed on behalf of the City include, but may not be limited to:
Municipal prosecutions
Review, draft, and negotiate contracts and leases
Advise on real estate, land use, Downtown Development Authority and Brownfield
Redevelopment Authority legal issues, policies, and negotiations
Attend City Council meetings as necessary
Other legal services as needed
PROPOSAL CONTENT
The City is pleased to invite qualified agents or firms to submit a written proposal for the
activities outlined above. The amount of information submitted is not limited to a set
number of pages, but we ask that you be concise and mindful of the review team. The
proposal should include the following content:
1. Legal Experience: The respondent should describe its legal experience, especially in
municipal matters including the names, addresses, contact persons, and telephone numbers of

at least three clients.
• Provide details on experience representing similar boards or authorities
• Provide details on experience advising clients conducting similar programs and services’.
2. Organization, Size, Structure, and Areas of Practice: If the respondent is a firm, identify your firm,
year of establishment, and key team members for this project. Please indicate complete listing of
names, titles, addresses, emails, and phone numbers, as well as the primary contact person for this
project.
3. Attorney Qualifications: The respondent should have experience in the following areas:
• Michigan Municipalities, Authorities, and similar tax- exempt organizations
• Real-estate development
• Prosecution
• Tax increment financing
• Bond financing
• Purchasing
• Grants and contracts
The respondent should describe the qualifications of each attorney to be assigned to this project. The
description should include:
• Professional and education background of each attorney
• Prior experience of the individual attorneys with respect to the required experience listed above.
• Only include resumes of attorneys likely to be assigned to the representation. Education, position in
firm, years and types of experience, and continuing professional education will be considered.
4. Compensation: The City will consider alternate methods of compensation for services depending on
the nature and scope of the services provided. These include but are not necessarily limited to hourly
rate compensation and flat fee compensation. Please provide your expected type of compensation
including, as applicable, hourly rate or rates, flat fee rates. Note that any rates submitted remain subject
to negotiation after submission as this is not a bid submittal since the scope of the work remains
somewhat undefined. While this is a factor, an emphasis on qualifications will predicate this decision of
the City.
GENERAL INFORMATION
After evaluation of the responses, the City will make a selection based on the response which best
meets the needs of the City, in the sole discretion of the City.
Each submission shall include the following:
1. Twelve (12) copies of the qualifications and proposal
2. Cover letter signed by entity’s authorized officer(s)
3. All materials must be packaged in a box or envelope that is marked as follows:

PROPOSAL & SELECTION PROCESS
PROPOSAL: The evaluation and selection of a qualified firm and the contract will be based on the
information submitted in the vendor’s proposal, references, and any required oral presentations. A
response may be rejected if it fails to meet any of the requirements of the RFQ.
The City of Garden City is not liable for any cost incurred by the proposers in replying to this RFQ or in
the proposer attending an interview session.
SELECTION PROCESS
1. An initial screening of the proposals will be conducted to establish a short list of qualified
firms/individuals. The short list will be provided in alphabetical order without any ranking
whatsoever.
2. The City Council will review each of those proposals.
3. The following selection criteria will be the basis for Firm selection:
• The firm adheres to the instructions in this Request for Qualifications on preparing and
submitting the proposal.
• The firm submits a copy of its licenses and insurance.
• Overall qualifications, experience, and competence of staff.
• Experience doing similar work in organizations with comparable structure.
• Experience in working with and involving the public.
• Proposed compensation for services.
• References.
• Written and visual quality and accuracy of the proposal.
• Interview, if necessary.
Compensation: The proposal shall explain the amount of compensation desired by the firm.
Rights Reserved by the City of Garden City: This Request for Qualifications does not commit the City to
enter into a contract, nor does it obligate the City to pay for any costs incurred in preparation and
submission of proposals in anticipation of a contract. Reserves the right to the following:
Make the selection based on its sole discretion
Reject any and all proposals without prejudice
Issue subsequent Requests for Qualifications
Postpone opening for its own convenience
Remedy technical errors in the Request of Qualification process
Approve or disapprove the use of particular sub-consultants
Negotiate with any, all, or none of the Proposers
Solicit best and final offers from all or some of the Proposers
