The City of Takoma Park Housing and Community Development Department (“the City”), is seeking proposals from qualified nonprofit organizations to provide tenant organizing and technical assistance services for residents of multifamily rental housing within the City of Takoma Park. The selected nonprofit organization will work with tenants in multifamily rental properties to build tenant associations, provide guidance to support their continued operation, and develop tools to help residents facilitate positive and meaningful conversations with landlords.

The purpose of this Request for Proposals (RFP) is to select one qualified nonprofit organization to conduct outreach, organize tenant associations, provide leadership and governance training, and offer ongoing technical assistance to support stable, sustainable tenant-led associations. The contract term resulting from this RFP shall be for twelve (12) months with the option of a renewal subject to funding availability and contractor performance. Award of any contract is contingent upon the availability of appropriated funds and compliance with all applicable City procurement requirements.

Scope of Services/Work

The selected nonprofit organization (“Contractor”) shall be responsible for delivering all services and producing all deliverables outlined in the RFP within the contract period.

Community Outreach and Engagement

The Contractor shall conduct proactive tenant outreach and organizing services resulting in the formal registration of no fewer than two (2) new tenant associations with the City of Takoma Park during the contract term, that meet all City tenant association eligibility criteria. The Contractor shall conduct specific organizing activities in the community, outlined in the RFP.

Implementation and Support

The Contractor shall build relationships with tenants and identify potential leaders within the community. The Contractor shall provide a minimum of four technical assistance sessions per tenant association focused on leadership development, conflict resolution, organizational governance, and communications. The Contractor shall educate tenants on City eligibility requirements for tenant association registration and provide language-accessible services and reasonable accommodations in compliance with ADA and Title VI requirements.

Toolkit Deliverables

The Contractor shall develop and deliver a digital Tenant Association Toolkit, with printed copies provided upon request.

The nonprofit organization will submit a proposal in response to this RFP. The proposal must contain sufficient information to enable the Selection Committee to evaluate the nonprofit organization’s capabilities and experience. The proposal should include all that is outlined in the Proposal Submission section of the RFP.

Purpose
The City of Takoma Park Housing and Community Development Department (“the City”), is seeking
proposals from qualified nonprofit organizations to provide tenant organizing and technical
assistance services for residents of multifamily rental housing within the City of Takoma Park. The
selected nonprofit organization will work with tenants in multifamily rental properties to build
tenant associations, provide guidance to support their continued operation, and develop tools to

The City aims to implement effective organizing strategies in partnership with a Nonprofit
organization that will ultimately support the creation of tenant associations and empower residents
to collaborate with their Landlords long-term. The ultimate goal is to address tenant concerns and
improve the overall living environment. The City is committed to ensuring safe, affordable, and
stable housing for all residents. As part of this commitment, the City recognizes the importance of
tenant organizing in fostering a collaborative environment between tenants, property owners, and
the City. Tenant organizing is critical in tenant rights advocacy, improving living conditions, and
preserving affordable housing.

Scope of Services and Deliverables
The selected nonprofit organization (“Contractor”) shall be responsible for delivering all services
and producing all deliverables outlined below within the contract period. All tasks identified in this
section are considered mandatory minimum requirements.
Community Outreach and Engagement
The Contractor shall conduct proactive tenant outreach and organizing services resulting in the
formal registration of no fewer than two (2) new tenant associations with the City of Takoma Park
during the contract term.
Each tenant association must
Have at minimum three (3) elected officers; and
Demonstrate documented participation from at least one-third (1/3) of occupied rental
units within the building at time of registration.

Organizing activities shall include
Door-to-door outreach, phone and written communications, and informational meetings;
Identification and recruitment of tenant leaders;
At least two leadership and governance trainings per association.
Implementation and Support
Build relationships with tenants and identify potential leaders within the community;
Provide a minimum of four technical assistance sessions per tenant association focused on
leadership development, conflict resolution, organizational governance, and
communications;
Educate tenants on City eligibility requirements for tenant association registration;
Provide language-accessible services and reasonable accommodations in compliance with
ADA and Title VI requirements.
Toolkit Deliverables
The Contractor shall develop and deliver a digital Tenant Association Toolkit, with printed copies
provided upon request. The Toolkit shall include:
Officer roles and responsibilities of elected officials and members
Meeting facilitation guidance
Tenant engagement strategies
Tenant-landlord communication templates
Additional resources (i.e. translation services)
Reporting and Documentation
The Contractor shall hold three (3) to four (4) tenant association meetings in the community and
provide the meeting minutes, documenting meeting dates, agenda topics, discussion summaries,
and any action items. The Contractor shall maintain attendance logs for internal program
evaluation purposes only.
The Contractor shall submit monthly written progress reports to the Housing and Community
Development Department. Reports shall include:
• Description of activities undertaken;
• Number of residents engaged;
• Status of tenant associations formed; and
• Barriers, challenges, and technical assistance needs.
