BACKGROUND: The Selective Service System (SSS), established under the Military Selective Service Act (MSSA), 50 USC 3801 et seq., is responsible for maintaining a system that can rapidly furnish manpower to the Department of Defense during national emergencies, while ensuring fairness, justice, and operational readiness. SSS executes its statutory mission through six (6) Mission Essential Functions (MEFs): Registration, Selection, Notification, Delivery, Classification, and the Alternative Service Program (ASP).

The Contractor shall design, develop, validate, document, and deliver a Government-owned readiness simulation (RS) that: 1) Models the full end-to-end SSS mobilization pipeline 2) Supports configurable scenarios 3) Provides decision-support analytics necessary for leadership, planners, and operators. 4) Operates within an SSS-designated cloud environment 5) Uses anonymized aggregate data 6) Supports complete Government ownership and sustainment.
Vendors shall review the RFQ Package in its entirety and provide any questions they have for Government responses by 2:00 PM EST on 28 July 2026. Final RFQ submissions are due by 2:00 PM EST on 14 August 2026.
