Village of Glencoe RFP #26-009 Rescue Boat Replacement
Addendum #1
April 14, 2026
Question: In accordance with Section 1, Part 1.E, "Or Approved Equal," we would like to confirm the
Village’s receptiveness to a proposal featuring a manufacturer other than the qualified examples listed in
the RFP.
Specifically, we intend to propose a vessel that features a powder-coated aluminum hull—consistent
with the requirements for Option A—which meets or exceeds all outlined technical specifications,
including:
Operational and Functionality Requirements: Fully compliant with all performance measures and center-
console configurations.
Dimensions: Meeting the minimum length of 17 ft, minimum beam of 8 ft, and maximum draft
requirements of 14 inches.
Turn-Key Integration: A complete package including a 115 HP+ engine, navigation electronics (including
FLIR thermal imaging), and emergency lighting/siren systems.
Storage Constraints: Ensuring the boat and trailer (with swing tongue) remain within the 22-foot
maximum storage length.
We understand that any such submission must include a detailed list of all deviations or exceptions to
the specifications for your review.
Could you please confirm that an "equal or better" vessel from an alternative manufacturer will receive
full consideration based on the evaluation factors of quality, reliability, and expertise? As we have
submitted this letter of intent, we look forward to receiving a copy of all questions and answers
submitted by other proposers, as well as any subsequent amendments.
Answer: Proposals featuring manufacturers other than those specifically listed in the RFP will receive full
and fair consideration, provided the proposed equipment meets or exceeds all stated specifications and
requirements.
Question: Bid submittals are to be completed through Demandstar which I have set an account with.
There are no results showing related to the name of the village or project. Could it be listed as something
different?
Answer: Apologies, on Demandstar it is listed as Rescue Board Replacement and not Boat Replacement
and the name cannot be edited without removing it from Demandstar. You can also submit it by mail as
long as it arrives prior to the due date and time.
Question: The Motorola 4500 radio is available in several different configurations. Can you provide the
model that is planned to be supplied? Can it be requested to be a trunk aide version (main radio and
control face separate)?
Answer: The radio has a separated body with an O2 control head.
Question: Does the Village have a specific antenna intended for use with this specific radio? Is the
antenna planned to be supplied with the radio?
Answer: The Village deferred the antenna to the Vendor for proper grounding and installation. The
antenna should operate in the 150-162 MHz range. GPS is not necessary.
Question: Is it the expectation of this RFP to include the cost of registrations of the boat and trailer (road
use- tags) or will the village register these themselves after acceptance?
Answer: The vendor should include Municipal registration for the trailer.
Question: Can the extended service/maintenance plan be a separate purchase line item from the Village
(as an expense of the award) to simplify the terms of purchase directly from the Village to the local
marina?
Answer: This is acceptable.
