Genetec Integrated Video Surveillance and Access Control System
1. Introduction
RFQ Issuance Date: Monday, February 2, 2026
The City of West Fargo is seeking quotes from qualified and experienced vendors to
provide, implement, and support a Genetec Security Center–based integrated video
surveillance and access control system. The objective of this RFQ is to modernize and
standardize the City’s physical security infrastructure while improving reliability, security,
centralized management, and long-term scalability.
2. Entity Background
West Fargo, North Dakota, is a city on the grow, more than doubling in population over the
past 20 years. To its approximately 42,000 residents, the City offers an excellent student-
oriented school district, a park district with world-class facilities, and a variety of housing
options to meet the needs of residents of all ages and families of all sizes. The City
combines the benefits of small-town living with the resources and amenities of a large city,
along with a strong sense of community unique to the Midwest.
3. Project Objectives
The primary objectives of this project include:
Standardize on Genetec Security Center as the City’s enterprise physical security
platform
Integrate video surveillance and access control into a single, unified system
Replace and/or convert existing legacy systems
Deploy new cameras and access control hardware where required
Enable centralized management and federation across all City facilities
Integrate with Microsoft Active Directory for authentication and role-based access
Improve system reliability, visibility, and administrative efficiency
Support mobile credentials and modern access technologies
Ensure scalability for future growth and additional facilities
4. Scope of Work
4.1 General Scope
The selected vendor shall provide a Genetec-only solution based on Genetec Security
Center version 5.13 or newer. Equivalent or alternative platforms will not be considered.
The solution shall include both video surveillance and access control, fully integrated
within Genetec Security Center.
The scope includes, but is not limited to:
System design and engineering
Conversion of existing video and access control systems
Deployment of new cameras, readers, and related hardware as required
Installation, configuration, and commissioning
Licensing, software, and firmware
Integration with Active Directory
Role-based access configuration
Centralized monitoring and management
Mobile credential support
Testing and validation
Documentation and as-built drawings
Training for IT and designated City staff
Ongoing support and maintenance options
4.2 Estimated System Quantities
The following quantities are provided for planning and quote purposes. Vendors shall
validate all counts during design and site review.
Video Surveillance (Estimated): - Total IP cameras: Approximately 140 across all
locations
Access Control (Estimated): - Total door readers: Approximately 137
Credentials (Initial Deployment): - HID key fobs: 400 - HID proximity cards: 400 - Mobile
credentials: 20
Licensing (Estimated): - Genetec Omnicast camera licenses: Approximately 140 -
Genetec Synergis reader licenses: Approximately 137
Vendors shall include all required licenses, connections, and subscriptions necessary to
support the above quantities and shall clearly identify one-time versus recurring licensing
costs.
4.3 Required Platform and Technical Standards
Genetec Security Center (Genetec-only)
Support for Mercury-based access control hardware
Support for existing and new IP cameras (Axis and equivalent Genetec-supported
models)
Centralized/federated management with primary monitoring at the Police
Department
Role-based access control
Active Directory integration
Secure network communications
5. Proposal Requirements
Vendors must include the following information in their quote:

5.4 Pricing
The total project cost shall not exceed USD $500,000. Quotes exceeding this limit may be
deemed non-responsive.
Pricing must be clearly itemized and separated as follows:
Hardware
Software and licensing
Professional services / labor
One-time costs
Recurring costs (support, maintenance, licensing renewals)
Bundled pricing may be included only if line-item detail is also provided.
5.5 Support and Maintenance
Support model and response times
Warranty information
Renewal and maintenance options

At least three (3) references for similar Genetec deployments
Preference for municipal or government references
6. Evaluation Criteria
Quotes will be evaluated using a scored evaluation process based on the following criteria:
Technical compliance and functionality
Alignment with Genetec Security Center requirements
Vendor experience and qualifications
Implementation approach and timeline
Cost-effectiveness and pricing clarity
Support and maintenance offerings
Scalability and long-term value
The City reserves the right to request demonstrations, clarifications, or additional
information during the evaluation process.

8. Submission Instructions
Quotes must be submitted by mail in sealed form and shall include one (1) printed copy of the
quote along with one (1) digital copy provided on a flash drive.
