The City of Cotter and Gassville, Arkansas requests qualifications from professional engineers licensed in the State of Arkansas to provide services for the preparation of preliminary plans, cost determinations, and project execution for a proposed wastewater rehabilitation project, contingent upon the successful award of grants and/or loans.
Design services may encompass the entire project lifecycle, including early concept development, feasibility analysis, detailed design, construction-phase assistance, and final project closeout. The services must ensure integrated, regulation-compliant solutions aligned with the goals of the wastewater rehabilitation project.
An engineering services contract and associated payment will be provided only if funding is secured. All proposals will be evaluated based on specialized experience and technical competence, performance, capacity and capability to perform the work, and familiarity with the project area. All responses to the RFQ will be evaluated by the Cotter/Gassville Joint Sewer Commission. Negotiations will commence with the respondent receiving the highest total evaluation score. The Cities reserve the right to waive any informalities or reject any or all responses.

All interested parties must submit three (3) clearly marked and sealed hard copies of their Statement of Qualifications to the following address no later than 10:00 a.m. local time on Tuesday September 15, 2026.
