Separate sealed (hard copy) bids for Tucker Creek Wastewater Treatment Plant to Equalization Storage – Phase II, Conway Corp Project No. 25-166, HWEI Project No. 2020112, will be received by Conway Corporation (Owner) at Conway Corporation Operations Center, 1320 South German Lane, Conway, Arkansas 72034 until 10:00 a.m. (local time), on Tuesday, September 15, 2026, at which time and location bids will be opened publicly and read aloud. Bids shall be addressed “Conway Corporation” and shall be labeled “Bid for Tucker Creek Wastewater Treatment Plant to Equalization Storage – Phase II, Conway Corp Project No. 25-166, HWEI Project No. 2020112.” Bidders are to include their Arkansas License number on the outside of their sealed bid. Any bid received after the scheduled opening time will be returned unopened.
This project includes Phase II improvements to convert Conway Corporation Tucker Creek Wastewater Treatment Plant to an equalization storage facility. The project principally includes treatment pond sludge removal, demolition and the installation of site piping, valves, slide gate, electric actuators, and all appurtenances to complete the project as shown on the plans and indicated in the specifications.
The contract is subject to Buy America requirements (as specified in 23 U.S.C. 313 and 23 CFR 635.410).

Bidders are responsible for reproduction costs, and Bids will not be accepted from any Prospective Bidder who has not purchased contract documents through QuestCDN. Bidders will be required to inform themselves of all Addenda duly issued in accordance with the requirements provided in the Instructions to Bidders. A non-mandatory pre-bid conference will be held at the Tucker Creek Wastewater Treatment Plant, 1001 Sherwood Lane, Conway, AR, 72034, on Tuesday, September 1, 2026, at 10:00 a.m. The General Contractor is encouraged to be present at the pre-bid conference.
Each bidder must deposit with his bid, security in the amount, form and subject to the conditions provided in the Instructions to Bidders.
All bidders must be licensed under the terms of Act 150 of the 1965 Acts of the Arkansas Legislature, including subsequent amendments, and considered by the Arkansas Contractors Licensing Board to be classified as a General Contractor for the classification required to perform the work identified as part of the project.
This publication was paid for by the Conway Corporation, and the cost of the publication is $474.14 per Arkansas Act 954 of 2021.
Conway Corporation reserves the right to waive any informalities and reject any and all Bids. Bids shall remain firm for a period not to exceed 60 days from the Bid opening date.
