NAV/COMM Modernized Radio Redesign for Obsolescence

The Naval Air Systems Command (NAVAIR) intends to negotiate and award a sole source, contract modification to L3 Harris Technologies, Inc. (L3Harris), 9020 Balboa Avenue, San Diego, CA 92123. This effort is for the procurement of redesign of the Modernized Radio (MODRAD) to mitigate parts obsolescence including studies and analyses to address possible upgrades for future architectures in support of both domestic and Foreign Military Sales (FMS) partners. This contract modification is being pursued on a sole source basis under the statutory authority of 10 U.S.C. 3204 (a)(1) as implemented by Federal Acquisition Regulation (FAR) Subpart 6.302-1, only one responsible source and no other services will satisfy agency requirements. This contract action will be issued on a sole-source basis to L3Harris, the sole designer, developer and manufacturer of the MODRAD, and as such, L3Harris is the only known source available with the requisite technical knowledge, experience, and tooling to produce the requirements described herein to satisfy the Government’s requirement. All responsible sources may submit a capability statement, which shall be considered by the agency.
