NOTICE TO GENERAL
CONTRACTORS, PROCURMENT OF CMAR FOR WASTEWATER PLANT IMPROVEMENTS
The City of Fort Smith is seeking requests for qualifications-proposals consistent with Act 612 of the Arkansas 92nd General Assembly Regular Session 2019, from qualified licensed professionals who are certified by the Arkansas Contractors Licensing Board to perform construction management/general contractor services for the Massard Water Reclamation (WRF) Facility Improvements in Fort Smith, AR.
The overall project consists of design and construction of improvements at the Massard Water Reclamation Facility (WRF) to treat wastewater from the City of Fort Smith, and discharge treated water to the Arkansas River. General improvements include a new influent pump station, aeration basin and support facilities, secondary clarifier improvements, wet weather treatment, PAA system improvements and expansion, solids handling improvements, effluent pipeline, and general site wide civil and electrical improvements.
The City of Fort Smith desires the selected contractor to collaborate in engineering, scheduling, cost control, value engineering, constructability, and preparation of bid packages in order to achieve maximum value for the City of Fort Smith. Preconstruction services are anticipated to begin in October 2026 with multiple construction packages bid and completed by December 2028.
The Project is to be designed and constructed in two phases using the CMAR delivery method:
• Phase I Preconstruction Services encompass constructability reviews, value engineering, estimating, and scheduling activities. Phase I is completed when there is an accepted GMP following 90% design.
• Phase II Construction Services, in which the CMAR assumes the general contractor role, procurement of subcontractors and vendors, self-performance of certain elements of the construction, and full construction and commissioning. Phase II services will be by contract amendment following accepted Guaranteed Maximum Price (GMP).
Interested contractors must request a detailed RFQ-P from Mr. Jimmie Johnson, Deputy Director of Engineering at Jimmie@FortSmithAR.gov . An optional Pre-SOQ submittal meeting and site tour will be held on August 31, at the Massard WRF at 1609 N 9th Street, Barling, Arkansas 72923 at 10:00 AM. Attendees will have the opportunity to tour the Project site to familiarize themselves with site conditions and constraints after the meeting. Statements of Qualifications (SOQ) will be accepted until September 18, 2026 at 2:00 p.m. SOQs shall be submitted to City of Fort Smith, Attn: Jimmie Johnson, 623 Garrison Avenue, Fort Smith, AR 72901. All submittals shall be clearly marked, “CMAR Request for Qualifications-Proposals - Fort Smith WRF Improvements”.
The City of Fort Smith shall have the right to cancel the RFQ process without notice, accept or reject all or any part of all or any SOQs, waive technicalities, formalities, and/or informalities, and accept any submission deemed to be in the best interest of the City of Fort Smith. Pursuant to ACA § 25-1-503, City of Fort Smith will not enter into a contract with a person or company engaged in a boycott of Israel.
