This Sources Sought Notice is being issued for market research purposes to determine the availability, capability, and interest of small business firms for a potential Government requirement. NO SOLICITATION IS AVAILABLE; requests for a solicitation will go unanswered. No award will be made from this notice. Responses will be used to determine potential acquisition strategies, understand current market capabilities, and to gain knowledge of potential sources.
The Seattle District USACE anticipates a potential opportunity for the maintenance and repair for as many as 14 levees across five Washington State river basins: Nooksack, Skagit, Snoqualmie, Cedar and Green. Repairs are necessary before the next fall flood season and the target completion date for all work is 1 October 2026. If market conditions indicate this estimate may be unrealistic, respondents are encouraged to provide specific information (such as known equipment lead times or other timeline concerns) for Government consideration when responding to this Sources Sought Notice.
This notice is for one or more firm fixed price construction contracts that will provide all necessary oversight, materials, and equipment for levee repair.
The North American Industrial Classification System (NAICS) code for the potential requirement is anticipated to be 237990 - Other Heavy and Civil Engineering Construction. The small business size standard for the NAICS, as established by the U.S. Small Business Administration, is $45,000,000. Size standards are the average annual receipts or the average employment of a firm. How to calculate average annual receipts and average employment of a firm can be found in 13 CFR § 121.104 and 13 CFR § 121.106, respectively.
