The total project budget has not yet been established.

The purpose of the redevelopment plan is to provide a multi-phase guide for the Parks Capital Improvement Plan to renovate the current Plaza at 501 facility (located at 501 S. Florissant Rd.) as well as expand the park onto additional property once obtained (see Appendix #1). Amenities are expected to include a large pavilion that can be used for the Ferguson Farmers Market and large community events, a plaza area with stage, restrooms, an inclusive playground, sport courts, parking areas, and other amenities that the community feels would allow Plaza @ 501 to become a destination park for the surrounding communities.

Project Overview
The City of Ferguson (population 18,527) is soliciting qualifications from experienced and
qualified firms to provide professional planning, engineering, and design services for the phased
re-development of Plaza at 501 located at 501 S. Florissant Rd. The selected firm will be
responsible for developing a detailed, phased implementation plan and preparing construction
documents for Phase I of the project. The total project budget has not yet been established.
The purpose of the redevelopment plan is to provide a multi-phase guide for the Parks Capital
Improvement Plan to renovate the current Plaza at 501 facility (located at 501 S. Florissant Rd.)

Scope of Services
The selected firm will be responsible for developing a comprehensive, phased
implementation plan along with design, engineering, and construction services related to the
redevelopment, renovation, and improvements of Plaza at 501. The Scope of Services shall
include, but is not limited to, the following tasks.
A) Site Assessment and Analysis
1. Conduct a thorough evaluation of the existing site conditions including topography,
vegetation, infrastructure, and environmental considerations.
2. Identify opportunities and constraints that may influence phased development.
B) Design Plan and Phased Implementation Plan Development
1. Develop a phased plan for the park’s redevelopment that addresses site preparation, utility
coordination and alignment, stormwater management improvements, bioretention system
installation, structural engineering, roadway and parking design, and the construction and
installation of site/park amenities.
2. The final design/layout of the park, including new amenities and features, will be finalized
through this process. Elements and amenities currently in consideration can be found in
Appendix #2 & #3.
3. Establish clear priorities and sequencing for each phase.
4. Provide preliminary cost estimates for each phase to assist with future budgeting.
C) Site Preparation Plan
1. Outline grading, clearing, demolition, drainage, and erosion control measures.
D) Utility Coordination
1. Identify existing utility infrastructure and coordinate with applicable utility providers to
determine necessary upgrades, relocations, or extensions.
2. Ensure utility alignment is compatible with planned park improvements.

E) Stormwater Management and Bioretention Design
1. Assess current stormwater management needs and propose environmentally responsible
improvements that comply with all relevant local, state and federal regulations.
2. Incorporate bioretention and other BMPs as needed and required by coordination with
MSD. Designs should consider aligning with the city’s sustainability goals and provide
aesthetic and educational benefits.
F) Construction Documents
1. Develop complete construction drawings, technical specifications, and bid-ready
documents for the first phase of implementation.
2. Coordinate with the city throughout the design process to ensure compliance with local
standards and the city’s goals for the park.
3. Attend a kickoff meeting to confirm the design program for the project and set the project
schedule, submittal milestones, and construction budget requirements.
4. Prepare and submit an initial set of Construction Documents for City review. This submittal
shall be developed to a level sufficient for a detailed technical review of all major site
components, grading, and utility connections.
5. Provide an updated Estimate of Probable Cost accompanying the intermediate progress
submittal
6. Participate in a formal review meeting with City staff to discuss comments and requested
adjustments following the progress submittal.
7. Firm will coordinate with the necessary utility agencies/companies; coordination will
include submitting plans to each organization and receiving review comments. Review
agencies anticipated to require coordination include MSD, Ameren UE and the City of
Ferguson Planning and Development Department.
8. Incorporate all revisions and adjustments resulting from the agency and City review
process to produce a sealed, final (100% level) set of construction drawings and
specifications suitable for public bidding.
9. Prepare an estimate of probably cost for the final (100% level) construction drawing
package.
G) Bidding
1. Assist the City in preparation of the front end and contract bid procedure documents for
the project and submit to the City for bidding.
2. Coordinate with the City the bid dates; pre-bid conference; and bid evaluation. Attend pre-
bid conference.
3. Answer questions during the bid period and assist the City in evaluating bids received.
Provide City recommendations on the bids received.
4. Evaluate low bidder contractor and sub-contractors.
H) Construction Period Services
1. General Administration
Firm shall be a representative of and shall advise and consult with the City during the
provision of the Construction Period Services.
Firm shall review properly prepared, timely Request for Information (RFI) by the
general contractor for additional information about the construction documents.
If deemed appropriate, Firm shall on the City’s behalf, prepare, reproduce and
distribute supplemental Drawings and Specifications in response to requests for
information by the general contractor.
Firm shall provide the services of a full-time construction inspection person to give

instruction to the general contractor(s) during the construction period.
2. Evaluation of the Work
Firm representatives shall visit the site at intervals appropriate to the stage of
construction operations to:
1. Become generally familiar with and to keep the City informed about the progress
and quality of the portion of the work completed.
2. Endeavor to guard the City against defects and deficiencies in the work.
3. Determine in general if the work is being performed in a manner indicating that the
work, when fully completed, will be in accordance with the construction
documents.
Firm shall report to the City known deviations from the construction documents and
from the most recent construction schedule submitted.
Firm shall at all times have access to work wherever it is in preparation or progress.
Firm shall have authority to reject work that does not conform to the construction
documents.
3. Submittals
Firm shall review and take appropriate action upon the general contractor’s submittals
of Shop Drawings, Product Data and Samples, for the purpose of checking for
conformance with information given and the design concept expressed in the
construction documents.
Firm shall act with reasonable promptness as to cause no delay in the work or in the
activities of the City, general contractor or separate subcontractors while allowing
sufficient time in Firm’s professional judgement to permit adequate review.
If professional design services or certifications by a design professional related to
systems, materials or equipment are specifically required of the general contractor by
the Contract Documents, Firm shall specify appropriate performance and design
criteria that such service must satisfy.
4. Project Completion
Firm shall conduct periodic inspections to assist the City in determining the date or
dates of Substantial Completion and the date of final completion.
Firm shall assist the City in requiring the general contractor to forward to the City, for
the City’s review and records, written warranties and related documents required by
the construction documents.
Firm shall review a final Certificate for Payment based upon a final inspection
indicating the work complies with the requirements of the construction documents.
Proposals
Responses to this RFQ should be specific and precise with adequate detail to accurately define
your qualifications for performing the services required. Limit your responses to the
information requested in each section. Any additional information that you wish to submit
should be included in a separate section marked “Supplemental Information.” Firms interested
in submitting a proposal shall submit the following:
Letter of Intent
Provide a brief history and general overview of the company including headquarters and
location from which project will be managed.
Team Overview
• Identify the project’s key contact person.

• Identify key personnel who will be assigned to the project, including their roles,
qualifications, and relevant experience.
• List any and all subconsultants and their roles.
Approach to the Project
• Describe the firm’s planning methodology and your approach to the project.
• Outline your process for ensuring cost-effective design, regulatory compliance,
and sustainability.
• Highlight any innovative design or engineering solutions you have successfully
implemented in past projects that could benefit this park.
Relevant Experience
• Provide descriptions of at least three (3) but no more than five (5)
similar projects completed within the last 10 years. For each project,
include:
• Project name, location, and completion date
• Brief description of scope and relevance to the Plaza at 501
project.
• Client name and contact information (for reference purposes)
• Key team members involved and their roles (highlight if they
are proposed for this project)
• Project Cost
Local Knowledge and Capacity
• Demonstrate your team’s familiarity with Ferguson and the St. Louis
area, including local regulations, environmental conditions, and
community dynamics.
Proposed timeline
Any other information you would like to submit that you feel will assist us in the
evaluation of your firm’s qualifications.
Selection Criteria
The procurement process for these services will be based upon a Qualifications Based
Selection (QBS) process. The award of a contract will be made to the firm offering a response that
the City believes best meets its needs. Each respondent will be evaluated on the basis of the
following criteria:
A) Qualifications and experience of the firm.
B) Experience on municipal projects of similar size and complexity
C) The firms understanding of the project requirements and the City of Ferguson’s
objectives.
D) The firm’s proximity to and familiarity with the area in which the project is
located.
If necessary, a short list of firms may be selected for follow-up interviews.
The City of Ferguson reserves the right to accept proposals in whole or part, and to reject any and
all proposals, and to negotiate separately as necessary to serve the best interests of the City of
Ferguson.
